Working seamlessly with business line home offices, project sites, customer organizations and suppliers, our teams have delivered more than 125 projects since our inception in 1994.Our offices in Gurgaon, Vadodara and Chennai will grow significantly and sustainably with exciting career opportunities for both professionals and young graduates who are passionate about creating a cleaner, greener, and safer world; building transformational infrastructure; making decarbonization a reality; and protecting people and the environment.Project Overview:Bechtel is seeking to expand its decades long relationship with Reliance by providing Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade / expansion of existing petrochemical facilities in India. Reliance plans to augment its existing petrochemical facilities in Dahej, Gujarat, and Nagothane, Maharashtra, to expand its PVC capacity. The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel's India offices.The positions on this project will start as assignment in Navi Mumbai, Dahej or Nagothane.Job Summary:The successful candidate shall be responsible for Warehouse and Material management activities for a project jobsite. They will ensure conformance to corporate policies including the receipt, inspection, storage, inventory control, physical security, and issue of materials and equipment. The successful candidate will monitor employee utilization, work hours, and staffing. Their efforts will help ensure accurate, efficient, and timely Material management.Major Responsibilities:
  • Maintain a zero-accident policy on site.
  • Supervises a team of field procurement, warehouse including laydown, materials coordinators, inventory personnel on a project.
  • Develops and implements Materials Management Plan with respect to applicable commodity groups within area of responsibility.
  • Ensures adherence to the Material Responsibility Matrix by all responsible parties.
  • Provides work process and systems expertise, advice, and direction for materials management planning activities
  • Collaborates with Engineering and Construction to ensure the material identification methodology permits accurate reporting of material status and distribution of materials according to the Project Advanced Work Packaging Program.
  • Assists the Project Team and Customer with formation of the major bulk materials orders. Performs analysis of Fabricators' capacity and ability to meet Project Advanced Work Packaging requirements during bid analysis.
  • Identifies material priorities based on schedule and construction requirements. Monitors and interacts directly with the fabricators (Rebars, Embeds, Steel, Spool, etc.) to establish the fabrication priorities, provide constructability reporting, expedite the RFI resolution, and ensure the fabricators follow the priority sequence outlined in the Project Advanced Work Packaging program
  • Keeps warehouse and laydown personnel informed of construction erection and installation plans.
  • Identifies and communicates any material constraints that develop throughout the Supply Chain that could impact the Project Advanced Work Packaging plans.
  • Develops project workhour estimates for Materials Coordination function.
  • Monitors project work and the expenditure of work hours within approved budgets.
  • Indoctrinates newly assigned team members to the requirements and procedures of the global business unit, project, and Customer.
  • Monitors personnel to ensure they receive appropriate training and development to satisfy job performance criteria and company personnel development objectives.
  • Assists team in establishing long-range personnel objectives and in developing personnel to fill materials management requirements.
  • Utilizes the materials components of the project Automation Plan (used by functional groups) to monitor related data transfers between the functional groups.
  • Implements the planned construction activities and work packaging structure on the project through coordination with Field Engineering, Construction, and/or (Sub) Contractors, and Project Controls.
  • Implements planned inventory control mechanisms, such as min-max and bag-and-tag, and uses Bechtel (Site Sense, MAP etc.) tools to ensure construction material requirements are met.
  • Coordinates material availability in support of design revisions, rework, contingency or work-around plans.
  • Participates in Construction and/or (Sub) Contractor planning meetings to be fully aware of installation plans and priorities.
  • Coordinates with Construction for materials to be issued direct to the installation area
Required Knowledge and Skills:
  • Must have previous warehouse and Material Management supervisory experience.
  • Knowledge of materials management automated systems, interfaces between systems, and how data is shared and managed.
  • Ability to blend materials management with project work packaging strategy.
  • Good organizational skills.
  • Knowledge of the full scope of materials management functions on a construction project, including personnel required to execute known workload.
  • Demonstrated leadership skills.
  • Broad understanding of standard field procurement procedures, including knowing the requirements set forth in the Standard Work Process Procedures.
  • Advanced knowledge of Field Procurement operations related to the receipt, storage and control of materials on a project.
  • Advanced knowledge of work packaging, pre-buy methodology, and materials status reporting.
  • Basic experience, skill, and/or training in supervising workload distribution and execution of the work, as well as personnel interviewing, selection, salary planning, classification changes, performance evaluation, career counseling when delegated, training, terminations, and transfers.
  • Basic skill in working with and informing effectively with supervisors of other project functional groups, primarily Engineering, Construction, and Project Management.
Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) and 20+ years of relevant experience on EPC / EPCM Projects in Oil & Gas / Petrochemicals at construction jobsites.
