Technical Advisor-Enforcement (TA-Enforcement) strengthens the execution and enforcement of tobacco control laws and improves compliance through targeted interventions. The role is crucial in ensuring that regulations are effectively employed and enforced through a combination of technical knowledge, policy expertise, and collaboration with enforcement teams and stakeholders.

The salary for this position is INR 22,40,000. The role is crucial in ensuring that regulations are effectively employed and enforced through a combination of technical knowledge, policy expertise, and collaboration with enforcement teams and stakeholders.

Duties & Responsibilities
Planning and supervision:
• Manage enforcement projects, including identifying and assessing jurisdictions and partners, developing project plans, overseeing contracting procedures, monitoring project progress, and adjusting work plans.
• Align and integrate Enforcement projects with other initiatives and ensure effective coordination among all relevant stakeholders.
• Establish mechanisms for effective monitoring and reporting of projects with the respective district and local body authorities and partners.
• Maintain frequent communication with partners and regularly visit to provide technical input, review activities, monitor performance, and evaluate projects.
• Ensure high-quality surveys are conducted throughout the projects by supporting governments and partners in design, data collection, analysis, and reporting as needed.
• Identify strengths, gaps, and recommendations for improvement in local enforcement systems based on previous interventions, situational assessments, and existing data.
• Provide regular reports on the progress of projects, interventions, and outcomes as required.
Training
• Organize, coordinate, and deliver training/workshops, including technical training in the country and regionally, and participate as faculty in technical training. Ensure training material and database are kept up to date. Prepare training reports and evaluations in agreed format with adherence to deadlines.
• Contribute to developing training solutions to build organizational knowledge.
Technical Assistance
• Provide technical assistance to the government for enforcement at national and sub-national levels, including developing state and district-level interventions.
• Manage a central technical unit and resource center for enforcement support, including developing and disseminating model approaches, sample resources, case studies, training materials, and tools.
• Develop and implement a quality assessment tool for enforcement.
• Provide technical support to other stakeholders, including civil society, public health institutions, and media, as and when needed.
• Conduct research related to project activities and contribute to scientific publications at national and international levels.
Strategic Planning and development
• Contribute to strategic planning for the initiative in the Southeast Asia region.
• Provide inputs on relevant policy issues in the region.
Networking and Partnership:
• Support an inter-sectoral coordination approach for the initiative by networking with key government, academia, and other sector officials.
• Participate in relevant external meetings and conferences.
• Perform other relevant duties aligned with the project objectives as required.
Education
• Bachelor's degree in medicine. Master's degree in law, Social Work, or Public Health preferred.
Experience
• Minimum 8 years of relevant experience.
Skills, Knowledge & Abilities
• Strong knowledge of public health policy development.
• Skilled in epidemiological research, both quantitative and qualitative.
• Ability to manage and forge partnerships with a broad set of stakeholders.
• Excellent English speaking, writing, and editing skills. Fluency in Hindi and other regional languages is a plus.
• Demonstrated project management skills
• Efficient and able to multi-task in a fast-paced environment.

• Ability to work flexibly with colleagues across time zones.
