LEPRA Society is an organization working for people affected by Leprosy, lymphatic filariasis, TB, HIV/AIDS & other NTDs, and Eye Care and is governed by a board of distinguished individuals from across India. SAATHII is selected as the Principal Recipient (PR) to implement the Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM) supported HIV and TB projects for 2024-27. LEPRA Society will lead as a Sub Recipient for the states of Andhra Pradesh and Telangana.
About Care and Support Centre(2.0): The national program proposes transforming the current CSC to improve care and support services for priority PLHIV subgroups, as well as incorporating the EVTHS care cascade in accordance with NACO's revised strategy for meeting the second and third 95 UNAIDS fast-track targets. To strengthen care and support services, the project will work with both public and private ART centers to provide tailored care to the following priority PLHIV subgroups (including but not limited to): (a) Newly identified PLHIV initiated on ART; (b) ICTC linkage loss cases; (c)PLHIV Missed ART Treatment and are Lost to Follow up cases; (d) PLHIV with more than 1000 copies/mL viral load and less than 200 cells/mm3 CD4 count;(e) PLHIV newly initiated on second-line or third-line ART;(f) Co-infected individuals (NCD); (g) HIV+ Pregnant and Lactating Women; (h) HIV Exposed Infants (HEI); (i) Discordant couples and index cases; (j) HIV+ high-risk groups and incarcerated population; (k)Co-infected individuals (TB).





The project will also help to achieve the national EVTHS goal by providing a comprehensive cascade of services to HIV-positive pregnant and lactating women, as well as exposed infants, in accordance with national EVTHS guidelines. The cascade services include peer counseling, ART adherence monitoring, spouse testing, institutional births, post-delivery services, ARV prophylaxis, cotrimoxazole preventive therapy, infant feeding guidance, early infant diagnosis, family planning services, and syphilis-reactive positive pregnant women follow-up. The program will extend primary prevention efforts among adolescents and youths through collaborations with Rashtriya Kishor Swasthya Karyakram and the Youth Affairs Department of SACS.

JOB DUTIES AND RESPONSIBILITIES


The State Project Manager (SPM) CSC will report to the Senior Manager (SM) and will be responsible for the following:



• Support the Senior Manager in oversight of the grant at the SR level for the Care and Support Centers (CSC) 2.0 component and Community system strengthening component.


• Support the PR focal points in enrolling the Red Ribbon Bus campaign in the state and district.


• Ensuring the timely selection and on-boarding of the SSRs and ensuring timely recruitment of the SSR staff


• Prepare annual, quarterly, and monthly plans for the state team and also guide CSC to prepare the plans.


• Ensure the SSRs can implement the project as per the program's logical framework, and SOP, and can achieve the region-specific outputs and outcomes of CSC 2.0


• Guide the SR and SSR teams on implementation strategies, and regularly conduct data-driven monthly/quarterly review meetings to track program progress


• Capacity building of the staff of SR and SSR in strengthening the program and technical areas


• Work in close coordination with the Principal Recipient (PR) team members and ensure adherence to program, organizational, and donor compliances


• Coordinate and advocate with various stakeholders at the state and district levels (SACS, NHM, DISHA/DAPCU, other government departments, partner CBO/NGOs, networks). Manage stakeholders through continuous interaction with the leadership of SACS, NHM, and other government departments


• Provide mentoring and monitoring support to the SSRs through Supportive Monitoring Visits (SMV)


• Visit various facilities to review the quality of services provided to the beneficiaries.


• Development of need-based tools and IEC materials


• Set up a State Oversight Committee (SOC), and ensure its regular meetings at the state level


• Develop and finalize high-quality programmatic, and financial reports and ensure timely submission from the state(s) to SACS, NHM, DISHA/DAPCU, and PR


• Represent the program at the state level and, where needed, at national level forums.


• Any other responsibility as relevant to project implementation assigned by immediate supervisor



QUALIFICATIONS, EXPERIENCE AND SKILL-SET



• Postgraduate in Public health, social work, sociology, psychology, management or its equivalent with at least 5 to 6 years of relevant experience in health and development sector


• Understanding of the national HIV program is essential


• Experience of working on HIV projects with in-depth technical knowledge of HIV prevention, care, support, and treatment services


• Proven ability at managing state level complex projects with tight deadlines and ambitious targets


• Ability to manage multiple partners, and engage with stakeholders from various sectors of government, civil society, and communities at national to sub-district levels


• Proven track record of being a successful mentor to individuals, teams, and organizations


• Demonstrated experience in conducting and managing training for healthcare providers.


• Familiarity with M&E and research, and experience using M&E data in program management


• Proven experience preparing budgets, and expenditure analysis


• Sound computer skills, including use of the Internet, MS Office(TM) software, and data analytics


• Proven ability to develop high-level technical reports and ensure timely submission to donors and stakeholders


• Excellent oral and written communication in English and the regional language is preferred


• Ability to work independently and as a team player in a complex multicultural environment


• Willingness to be based in the location they are applying for and work from office, and travel extensively to project implementation states (12-15 days/month), and willingness to work beyond standard hours and / or on holidays based on project requirements.
