:Job PurposeTo support SH HR & ER in providing a safe and secure working environment in the Unit for smooth and uninterrupted operations by implementing and controlling security operations of man & material, Truck Yard, Weigh bridge, Transport facilities, dispatch & raw materials handling at plant. To Maintain, monitor and manage security systems in plant and colony including Firefighting services.Job Context & Major ChallengesJob Context : Roorkee Cement Works Unit is a clinker grinding unit located in Village Nalheri Dehviran, P.O. Anantpur, Tahsil- Roorkee, Dist. Haridwar, Uttarakhand. The company is spread in an area of 19.0777 Ha. The plant is situated on Pohana-Iqbalpur road ((SH-28), at a distance of about 15 km from Roorkee city and 185 km from Delhi. The plant is located at a distance of 5 km from NH-73. The nearest railway station is Roorkee which is 15 km from the plant and nearest airport is Jauligrant which is 65 km from the plant.
Rated production capacity of the unit is 1.2 MTPA. Presently it is capable of producing 1.5 MTPA due to enhanced output rate of production.
The unit was commissioned in 2nd Jan 2010 and despatch was commenced wef from 18th Jan 2010. The Unit has achieved increased output rate by and surpassed the rated capacity of 165 TPH, with increased fly ash absorption > 32% and reduction in total specific energy consumption close to 30 kWH/T.
The company gets 100% excise exemption for 10 years and 100% income tax exemption for initial 5 years and 30% for further 5 years.
Merit of Certificate for best Energy Conservation by Bureau of Energy Efficiency (BEE), Ministry of Power, Govt. of India was awarded to JRCGU in the year 2012-13.Major Challenges
1. Frequent concerns being raised by nearby villagers due to pollution and other issues like rural development, unemployment, etc.
2. Difficult to inculcate safety habits in Local Transporters and drivers.Key Result Areas KRA (Accountabilities) (Max 1325 Characters) Supporting Actions (Max 1325 Characters)
KRA1 Security activities:
Ensure security arrangements in plant & township area to safeguard units assets & employees. - Everyday deployment check of security manpower.
- Proper attendance accounting of security guards during shift.
- Maintain Discipline of security guards at shift
- Maintaining record of vehicle movements (Raw Material, Cement, Company Vehicles)
- Maintain record of man movement at plant and township.
- Ensure regular inspection of guard posts and monitoring their alertness.
- Ensure no encroachment by out siders
- Ensure maintenance and up keeping hygiene of security barracks
- Regular checking of Parameter fencings and boundary walls.
- Managing Truck movement and parking in Truck Yard.
- Supervising various facilities in Truck Yard for drivers like rest rooms, wash rooms, canteen etc.
- Ensuring discipline by keeping a vigilant check on drivers and their movement inside the Plant.
- Strengthen the plant discipline and administration by issuing PCM, Notices and penalties on truck drivers in case of any violations.
- Ensuring safe truck movement inside the plant.
KRA2 Intelligence Information - Gather security inputs which can effect plant operations and Keep constant vigil on workforce activities.
- Ensuring procedures like Night Vigilance Duty (NVD), CCTV, MIS, etc.
- Coordinate with IR Team at plant and township during exigencies.
-Maintain good liaison with Police administration
KRA3 Fire Fighting of Plant, Township, Mines and Surrounding vicinity - Scheduled checkup of Systems/equipments.
- Training the staff and workmen in Fire-fighting.
- Coordinate with Govt. agencies & other units to arrange additional resources.
- Timely replacement/refilling of portable fire extinguishers in various Departments.
-Practice firefighting drills through regular exercises, mock drills, wet drills and train security staff in their actions as part of the Unit Disaster Management Plan.
- Operationability of fire-fighting equipment's and make them available during emergencies within short notice to prevent and contain fires.
KRA4 Legal Compliances - Ensure 100% legal compliance with relation to fire standard and state govt. compliances.
- Timely renewal of Fire NOC
- Maintaining documents as required by law.
- Supporting management in taking legal actions against the culprits.
- Filling FIR and following up for complying with legal requirements.
KRA5 MIS , Reports and Records - Need to ensure proper document checking of all vehicles as per defined SOPs.
- Ensuring proper checking of 8 points vehicle checklist before plant entry.
- Proving shift wise and daily report to SH and GUH
- Maintenance of all registers and documents of shift incidences.
- Cost control effort by clubbing/ close monitoring of vehicles run.
- Handling Internal Audits and presenting documents as required.
KRA6 Transport Service Coordinating with Guests / Employees for Transport requirement.
Daily update of Vehicle Check list and maintain record for abnormalities found and rectified.
Daily check of all vehicles records and timely renewal of the same, including R C Book, Insurance, Tax, and Permit etc.
Maintain all vehicle service related document and Plan for periodic maintenance
Maintain record of vehicle running and controlling the same to bring reduction in expenditure.
KRA7 Focus on SHE (Safety, Health & Environment) along with Sustainability initiatives Ensuring 100% compliance of all safety standards and all applicable recommendations related to their concerned area.
Educating team about I know my job, I know the hazards associated with my job and I applied control measures & I escalate to my senior among manpower deployed in sections/department manpower including peer, WB & CL manpower
Timely conducting scheduled SO round and reporting of accidents, incidents and near misses on occurrences in the area of concern in system.
To conduct daily Tool Box Talk as schedule and before start the job any critical job along with SWP
Active participation in safety training, safety sub committees, standard champions meeting and any safety event
Ensure good housekeeping, limited use of power, no leakage of water, oil, air etc and reporting concerned if any abnormalities for corrective action
Adhering of all safety precautions on the site and off the site
Replicating good practice for saving environment for long run sustainability and creating awareness among manpower to save guard natural resources.
KRA8 System Management
(Effective implementation of all IMS and other systems requirements through involvement for continuous improvement in plant working condition & quality standards) To implement improvement project to reduce repetitive problems/breakdown or losses.
Timely submission of Kaizen, OPL, Good to fine, suggestion on system
Developing and sustaining Model area in respective sections
100% active participation in respective KFA & GRT meetings and giving inputs related to bring new technology, innovation and improvements towards productivity. Conduct awareness programs down the level team
To know about IMS and other systems requirement and documents for Non-Conformity in section during internal and external audits or assessments.
Implementation of critical spares & consumable SOP without any defilement
Identify & arrange rectification of leakage points/unsafe points along with monitor & take corrective action for emission levels.
