Required Qualifications and Experience

Education:
  • Advance university degree in Nutrition or Public health.
Experience:
  • Minimum 5 years of progressively responsible work experience preferably in the development sector in partnership with the government/UN agency/INGO Experience on working with nutrition or school-based programme and preparation of such large-scale reports.
Knowledge & Skills:
  • Excellent interpersonal skills required, including strong professional communication ability
  • Advocacy and networking skills with a broad range of stakeholders including government, private sector, academia etc.
  • Excellent report writing skills
  • Advanced computer skills with proficiency in Windows, Microsoft office
  • Knowledge of UN system would be an asset in particular WFP programmes is an advantage
  • Ability to work collaboratively with a diverse team of nutrition and food security experts.
Work Responsibilities The consultant under the overall guidance of the Head of the Nutrition and School Feeding Unit, direct supervision of the Programme Policy Officer (School feeding) and in close collaboration with the Project Coordinator, Good Food Through School Feeding Programs will be responsible for the following:
  • Conduct a desk review of guidelines, circulars etc. issued by Central and State Governments on the PM POSHAN scheme.
  • Analyse the school meals nutrition norms vis a vis the recommended dietary allowances of the school age group as per the PM POSHAN scheme.
  • Develop a methodology for mapping the school meals menu across the country
  • Collect information from the respective State Govt. on the PM POSHAN scheme menu based on pre-defined questionnaire over telephone/ travel as required.
  • Cross check alignment with government norms and to various global guidelines/norms set for children in this age group and apply the same as relevant to check for nutritional considerations
  • Identification of areas for improvement of the nutritional quality of the meal keeping both under and over nutrition in perspective
  • Identification of best practices in the PM POSHAN menu at State level.
  • Provide recommendations for improving the quality of the school meals
  • Analyse the applicability of various tools such PLUS etc in helping government design menu.
  • Any other related duties as assigned.

  • Deliverable 1: Work plan for undertaking the assignment
  • Deliverable 2: Date collection instrument
  • Deliverable 3: Draft report under the assignment
  • Deliverable 4: Final report under the assignment
The consultant may need to travel to States (if required) to fulfil the above responsibilities.

Background

The World Food Programme (WFP) is the food-aid arm of the United Nations and is committed to fighting hunger worldwide. WFP has been operational in India since 1963; however, the nature of support extended by WFP in India has evolved over a period from providing food to a more catalytic role in reducing vulnerability and eliminating food insecurity and malnutrition through technical assistance. WFP focusses on enhancing the systemic efficiency and nutritional effectiveness of the various food-based safety nets in support of the efforts of the Government of India and in partnership with the State governments. The role of the WFP Nutrition and School feeding unit in India is focussed to improve the nutritional effectiveness of the food-based safety nets.

WFP in India is providing technical support to the Pradhan Mantri Poshan Shakti Nirman (PM POSHAN) to improve the nutritional effectiveness of the scheme through different interventions.

In view of implementation scale and growing importance of PM POSHAN as nutritional support to school children and considering the diversified food habits and availability of food items across the country it is imperative to document the practices followed by different States/ UTs in preparation and supply of daily meals to the children. In this background, for diversifying the school meals, WFP India has planned to conduct a menu mapping exercise across the country in consultation with National and State Governments. To conduct this exercise, WFP will hire the services of a consultant.
