:Job PurposeSupervise various activities such as attendance and wage distribution of Contract labours, Industrial Relations, Contract Labour Management, and Statutory compliance related to Labour & Industrial Relations to meet the units obligations as per labour legislations.Job Context & Major ChallengesJob Context: UltraTech Cement Ltd. is the largest manufacturer of grey cement, Ready Mix Concrete (RMC) and white cement in India. The company has consolidated capacity of 138.39 Million Tons Per Annum (MTPA)* of grey cement. UltraTech Cement has 23 integrated plants, 1 clinkerisation plant, 29 grinding units and 8 bulk terminals.Baga Cement Works was acquired by UltraTech Cement Limited from erstwhile M/S Jaiprakash Associated Limited in the year 2017. Baga Cement Works is located at around 155 Km from Chandigarh, 67 km from Shimla and 37 km from Bilaspur (HP). The nearest National Highway is NH-88 which is 17 Km from the plant. The plant has 10,000 TPD clinker production capacity & 250/300 TPH OPC/PPC cement grinding capacity. The preheater consists of four strings, each with 6 stages of LP cyclones, with two pyroclones supplied by M/s KHD. This is a unique feature of this cement plant due to which the plant operates at lower heat and electrical energy. The preheater has a height of 155 mtrs, with top floor at 135 mtrs. The preheater has been constructed out of tubular steel structure.The Cement Plant is based on lime stone deposits in Baga - Bhalag hills which are adjacent to plant area. Limestone requirement of the plant is around 15000 TPD. For raw material grinding, two vertical roller mills of 420 TPH each have been installed with a C.F. Silo having a capacity of 24,000 MT.
The unit is equipped with state-of-the-art pollution control systems, and operating emission norms are much lower than the permissible standards of 30 mg/Nm3. Two continuous ambient air quality monitoring stations have been installed which are hooked up to CPCB and PCB and transmit real time data's.
For emergency electrical power, 8 x 1800 KVA, DG sets have been installed.
The township for the plant is located near the plant and has a residential complex for 300 families. 10+2 school and 30 bed hospital has been built. For transporting clinker and cement from plant a fleet of about 4000 trucks have been engaged.Major Challenges:

KRA1 Contract Labour Management:
Co-ordinate and monitor all the activities pertaining to Contract Labour under Contract Labour Act to ensure the compliance to Contract Labour Act and smooth functioning of the Plant Operations. -- Ensure optimization of manpower where ever found surplus.
-- Enusre timley issuing of gate pass before entry into the plant.
-- Strictly follow the checklist for gatepass including labour liscence, WC policy and verification.
-- Verification of attendance by taking plant rounds.
-- Redressal grievances of salary & wages of all Contract Labours
-- Implementation of Minimum wages as per Min.Wages
Act.
- Check the MIS report on contract labour .
- Issuing of letter and forms to ensure license and its renewal and completion of work by all contractors.
- Ensure proper insurance of all contract labour.
KRA10 People Management & Development:
Build & sustain a conductive work culture within section to enhance productivity of section through involving people for growth & motivating them for implementing new technology, innovation, creative things by way of replicating best and unique practices Motviating for Job rotation inter & intra-departmental for all-round development.

KRA2 KRONOS System: -- Ensure the entry of labour only through Kronos system.
-- Periodical checking on the headcount of CL and inactivating labour as required.

-- Extracting deployment reports and sharing the data with management on daily basis.
-- Assessing various reports like contionus working days to address the non compliance in the unit.
-- Ensure bill verification of CL only through kronos.
KRA3 Salary & wages administration:
Coordinate activities for preparation of wages of contract Labours and ensuring compliance to PF and ESI formalities -- Ensure contractors for timely submission of bills.
-- Ensure Timely payment of wages of Contract Labour
-- Cooridnate with UKSC in clearance of bills
-- Daily Status updation of contract labour payment
-- Ensure disbursement of wages by contractors in presence of contract supervisor

KRA4 Industrial relations and welfare:
Implement decisions of Management pertaining to discipline and welfare of workmen and maintain good & close relations with workmen for proper feedback - Regular dialog with Union / Contract labours to maintain good IR Index
- Enusre no unrest on account of IR issues

KRA5 Statutory compliances:
Coordinate & monitor all the activities required for fulfillment of statutory requirements. -- Submission of all returns , quarterly , half yearly & yearly under various labour acts with appropriate authority . - Submission of challan & return of PF (3 forms 12A, 10A, etc.) .
-- Ensure filing EPF nomination & declaration form of new employee .

KRA6 Laison: - Regular interaction with Govt. officials to build rapport.

KRA7 SHE (Safety, Health & Environment) along with Sustainability initiatives - Ensuring 100% compliance of all safety standards/protocols and compliance of all applicable recommendations related to section
- Building strong believe and awareness among team about I know my job, I know the hazards associated with my job and I applied control measures & I escalate to my senior in sections manpower including peer, O&S, WB & CL manpower
- Ensure strict compliance of procedures/SOPS in regular jobs and 100% adhering of all safety precautions on the site and off the site
- Timely conducting self and team scheduled SO, CFSA round and reporting of accidents, incidents and near misses on occurrences in section in system or Off the site.
- To ensure daily Tool Box Talk and deliberating on safety incidents or accidents or knowledge sharing.
- Active participation in safety training, safety sub committees, standard champions meeting and any safety event by self and team
- Ensure that there is no waste of power in section, no leakage of water, oil, air etc and time to time auditing and rechecking such areas for timely action. Focusing on sustabiblity initivates.

KRA8 System Management:-
(Implementing & monitoring effective execution of IMS and other systems in employee realations Section for overall improvements towards productivity and creating safe work culture) -To plan & execute timely ABOEF process activities in respective Section like 5S, BCE, hygiene, Model area, illumination, good maintenance practices, visual & Lubrication management, QCDIPSHE performance, Kaizen, OPL, improvement projects etc for internal customer satisfaction.
- Review procedure requirements & recommend amendments for continuous improvement.
-Actively taking lead in meetings for implementation good practices in improving associated KFA and GRT performance and carry out internal audits to ensure effective implementation of systems
-To inculcate team for reducing repetitive nature problem, training other on tacit knowledge, adapting new technology, bring kaizen & improvement projects, adherence & develop preservation SOP's.
-Ensure proper implementation of IMS standards by timely updation of documents & control, reviewing standards requirements, taking corrective & preventive action against findings internal and external audit/assessments finding for timely closure for 100% compliance.
KRA9 People Management & Development:
Build & sustain a conductive work culture within section to enhance productivity of section through involving people for growth & motivating them for implementing new technology, innovation, creative things by way of replicating best and unique practices - Setting of SMART and differentiating Goals Setting aligning with Unit and Business targets, time to time review performance and giving or seeking quality real time constructive feedback on performance appraisal and other areas. Recommending team for Rewards and recognition without any biasness to DH.
- Assigning multiskilling tasks for developing them for next role through The 70:20:10 Model for Learning and Development to develop functional and behavioural competencies.
