Job Description


The Public Health Foundation of India (PHFI) is working towards building a healthier India. It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health. PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centers of Applied Research in core public health themes. The Foundation, established in 2006 as a public private initiative, is governed by an independent board comprising of senior government officials, eminent Indian and International academic and leaders, civil society representatives and corporate leaders.About IIPH - Bhubaneswar:IIPHB was established in Odisha as to act as a regional hub of public health education and research for the Eastern region of the country. The Institute started functioning from 2nd August, 2010, and the first batch of PGDPHM participants joined the programme from August. Over a period of time, the Institute has been imparting education on public health, conducts face-to-face trainings for a variety of participants and undertakes research objectives for issues of public health importance.Deliverables

  • Responsible for institute (IIPH) accounting, records and disbursals.
  • Interacting with director, academic/ research staff, operations on financial, contractual obligations and performance and also guide them in budget proposals.
  • Responsible for grant accounting, records and disbursals pertaining to the institute.
  • Monthly closure of accounts, financial reports for submission to management, granting agencies.
  • Ensure management & proper settlement of imprest cash advance
  • Assist Director (IIPH) in preparation of annual budgets and its monthly review thereof with the actual numbers.
  • Work closely with the project/operations teams and guiding them on grant matters including expenditure and procurement procedures/ documentation,
  • Liaise with Head Finance and Head Office for financial matter pertaining to IIPH
  • Responsible for statutory audit for IIPH / Grants including verification and audits of sub- grants and sub-awards,
  • Develop a Management Information System (MIS), control procedures for IIPH.
  • Inventory management of IIPH / Grants,
  • Travel regularly to project sites for periodic monitoring,
  • Ensuring compliance of all tax laws like the Income Tax Act, GST, Professional Tax etc,
  • Processing invoices from vendors for payment.
  • Liaise with different vendors and bank.
  • Ensure the Maintenance of all office records, files, and registers (Finance & Admin).
  • Liaison with bank, donor, Govt etc. advocacy with related stakeholders
  • As the line level supervisor, supervise the 'senior executive-Administration\' to ensure the smooth administrative functions at IIPHB
  • Ensure the maintenance of Institute premises.
  • Ensure the needs of academic activities for IIPH-B, by maintaining proper coordination with concerned programme officer(s) and course coordinator(s)
  • Ensure all the installations and assets of the Hostel premises
  • Ensure needs of the office and the guest house premises
  • Ensure all annual maintenance contracts of IIPH-B.
  • Any other tasks assigned by Line Manager/PI/Reporting Finance Authority/Director-IIPHB
QualificationEssential:
  • MBA / PG / PGD (2 years) in finance or relevant Professional Qualification
Desirable:
  • CA / CMA
  • Strong Knowledge in Microsoft Excel/Excel Reporting/Financial Projections
ExperienceEssential:
  • 3-5 years of Work Experience in relevant work
Desirable:
  • Experience in Finance & Admin work with knowledge in Oracle ERP
  • Impressive communication and Interpersonal Skills
  • Able to plan, conceptualize and organize
