Summary This position performs work requiring advanced knowledge which is predominantly intellectual in character and which routinely exercises discretion and judgment. The advanced knowledge is in a field of science or learning and gained through a prolonged course of specialized intellectual instruction, experience, and expertise acquired in the field. Scope This position serves as an office lead for non-project procurement or overall Project Expediting Lead or Senior Buyer, supervising personnel and handling critical material. Principal Job Duties & Responsibilities . Manage critical material orders and supervise personnel at a management level on a large Project . Ensure personnel are properly inducted in Project specific procedures, systems, protocol, and responsibilities . Lead functional/discipline training requirements for personnel, required to effectively execute their role on the Project . Plan and execute the material planning, purchasing, or logistics associated with commodities or engineered equipment, systems, or materials in support of project operations and/or goods in support of office operations . Assist in the handling of complex material planning, purchasing, logistics, or field purchasing functions or plans, and executes those functions within established Material Management Plans, policies, and procedures . Procure engineered equipment and materials in accordance with the Material Management Plan . Provide general and direct supervision to material management specialists and technician-level employees, if necessary . Responsible for the implementation, management, and monitoring of the Material Management Work Process with the approved Corporate Reference Tool for Material Management to meet project requirements and schedule . Review, analyze, and negotiate Terms and Conditions, based on Prime Contract flow downs .Maintain the highest ethical standards of Material Management professional responsibility . Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines . Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, set priorities, and meet deadlines . Plan and organize own work assignments, as well as carry out tasks from management staff . Maintain compliance with all applicable policies, procedures, and global standards . Adhere to and support Fluor\'s Health, Safety & Environmental and Sustainability Policies . Effectively develop and apply the Core Skills to the job . May need to travel to attend to business related matters . Meet expectations on attendance and punctuality . Other duties as assigned Basic Job Requirements . 7+ years EPC (capital projects) purchasing experience required. . Accredited four (4) year degree or global equivalent in applicable field of study and six (6) years of work-related experience or a combination of education and directly related experience equal to ten (10) years if non-degreed . Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors . Job related technical knowledge necessary to complete the job . Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines . Ability to attend to detail and work in a time-conscious and time-effective manner Preferred Qualifications . Prior Fluor experience with proprietary systems preferred.
