RRM has 1st Line responsibility for Resilience Risk across LSEG Equities (LSE plc and Turquoise) and reports directly to the CEO of LSE plc. The role will have responsibility for the coordination, delivery support and governance of Resilience requirements across both the strategic and Business As Usual (BAU) delivery of LSE plc and the LSEG Equities Business within Capital Markets.The role will have primary responsibility to lead the fulfilment of all resilience responsibilities under existing and future regulation including PS21/3, DORA across all relevant dimensions of resilience (including technology, data, cyber, people, property and third parties). This role will maintain, monitor, and report the key resilience risks and controls across the 1st Line function, working alongside key collaborators across LSEG Equities business and the wider Group. The role holder will be a trusted partner in enhancing LSE Plcs Operational Resilience posture.Key Responsibilities of the role:The role will have responsibility to support the delivery of the Operational Resiliency agenda, associated risks, controls, tooling, governance, vulnerability remediation, scenario testing and reporting:

  • Responsible for leading key projects across Resilience Risk activities including shaping, coordination and management of recurring governance and reporting forums.
  • Responsible for the delivery, tracking and monitoring of key Resilience Risk achievements, providing a structured and evidence-based view of all governance and reporting stage gates.
  • Lead the monitoring and reporting of key resilience risks and controls across the 1st Line function.
  • Responsible to lead, coordinate and deliver LSE plcs PS21/3 annual self-assessment and any related Board reporting activities.
  • Primary lead for any updates/annual review for Important Business Services and Impact Tolerance reviews including providing input into the creation of severe but plausible scenarios.
  • Develop metrics for gathering, analysing, and reporting key data points to Accountable Executives (AE) and Business Service Managers (BSM) across the Important Business Services (IBS).
  • Support and contribute towards the implementation of an effective governance structure, facilitate scenario testing and vulnerability assessment to ensure continuous improvement and aid with making businesses more resilience and safer.
  • Support delivery of key workstreams aligned to the Enhanced Operational Resilience Embedding (EORE) Programme, ensure oversight, embedding, enforcement and compliance across all aspects of the Operational Resiliency.
  • Accountable for all Operational Resilience reporting including Dimensional Resilience, Service Resilience and Vulnerability report.
  • Establish relationships and coordinate with key collaborators to provide monthly/quarterly MI/trends to help improve the overall resilience posture.
  • Oversight of post-scenario reports and the remediation plans for Dimension, Service, and impact tolerance related events.
  • Provide key Operational Resilience communications both internally to governance committees and to external parties on behalf of RRM.
  • Accountable for the governance framework, terms of reference of the specific governance forums that supervise LSE plcs Operational Resiliency results on an ongoing and specific project deliverables basis.
Experience and skills required:
  • Project Management: Pro-actively manages turning points and project objectives. Organises\' book of work and support team members in achieving effective governance and enhanced reporting mechanisms.
  • Operational excellence: Identifies opportunities to improve efficiency while providing detailed transactions, services, and products, handles monetary assets and other resources to optimise cost effectiveness.
  • Measuring effectiveness: Identifies and sets up key measures to supervise performance, reviewing, analysing, and interpreting these to generate insights for decision making.
  • Business partnership: Acts as a trusted advisor regarding relevant markets, business strategies and operating environments to both the business and collaborators and identifies possible solutions to issues that arise.
  • Business/product understanding: Knowledge of the industry processes, market products and applications to use in risk analysis activities.
  • Change management: Uses a systematic approach to deal with change, transition or transformation of an organisation's goals, processes, or technologies, implementing strategies for effecting behavioural and cultural change, controlling change, and helping people to adapt to change.
  • Risk management frameworks: Understands relevant internal and external risk frameworks and has ability to map business controls and metrics to them for regulatory, governance and reporting purposes.
  • Technical expertise: Develops and applies technical knowledge and best practices to support business needs .
  • Communication: Communicates with clarity and precision, presenting complex and / or technical information in a concise format that is audience appropriate .
  • Strategic thinking: Develops a broad, big-picture view of the organisation and its mission to innovate through analysis of issues and trends and how these link to responsibilities, capabilities, and potential of the organisation.
Candidate Profile / Key Skills
  • Minimum 3 years hands on industry experience implementing controls in 1LoD environment and a good understanding of PS21/3 Operational resilience core concepts.
  • Knowledge of resilience related regulatory requirements for e.g., DORA.
  • Working knowledge of Third-Party Risk including requirements set out in the Critical Third Party CP22/3 regulation.
  • Excellent collaborator management and communication skills.
  • Develop, manage & maintain a regular set of artefacts, processes, and procedures.
  • Ability to work on multiple projects in a fast-paced changing environment.
  • Flexible work approach and be able to work to deadlines and under pressure.
  • Project management experience is desirable.
  • Proficient in MS Office products. Knowledge of Loopio, LeaniX and IBM Blue Works is desirable.
