• A senior member of the Surveillance IT core management team and of the extended Surveillance and SASIT management teams,
• Leads a global engineering team of c50 FTE based in the UK, Poland, India and China, with responsibility and accountability for
• People leadership (both Functional and Entity)
• Setting the management and leadership tone-from-the-top to create and nurture a people-centric, engineering-led, diverse and inclusive team culture,
• Working in a coaching and mentoring style to set challenging Goals, Objectives and OKRs, continually develop team members skills, improve employee satisfaction (as measured by SnapShot Survey) and deliver best-in-class Communications Surveillance products to RC Surveillance,
• End-to-end technical leadership of the Communications Surveillance applications under ownership. An expert in multiple technologies and a certified Google Cloud practitioner, has a broad yet deep understanding of the applications which the team builds, deploys and runs in a DevSecOps operating model. Ensures that Communications Surveillance applications are well-documented according to HSBC standards, are in compliance with HSBC/MSS IT architecture principles and enterprise technology strategy,
• Managing / supporting internal and external governance processes, including Internal Model Governance, Internal Audit and Control reviews and the ownership to completion of Management Self-Identified Issues and Management Action Plans
• Subject matter expertise in Communications Surveillance - the role-holder works in collaboration with Product owners, Change owners, Delivery Managers, Technical Pod Leads, Engineers and other platform architects to deliver fit-for-purpose solutions to business challenges. Having a depth of knowledge about the HSBC landscape of channels under surveillance, multiple archives, data transmission technologies and methods and the challenges associated with data quality management across that landscape, the role-holder is able to leverage their knowledge to guide the team and act as a trusted partner to stakeholders,
• Management of an overall budget of c$21m (c$16m RTB, c$5m CTB),
• Management of vendor relationships and all associated legal and commercial work \xe2\x80\x93 is an expert in HSBC\xe2\x80\x99s Third Party Engagement Management processes to manage incumbent vendors and has experience in negotiating complicated legal agreements with multiple vendors (specifically MSA\xe2\x80\x99s, Statements of Work and License and Maintenance agreements for deployable software, IaaS and SaaS),
• Relationship Management with the RC Surveillance Product Management & user community for all matters concerning Communications Surveillance technologies

RequirementsTo be successful in this role, you should meet the following requirements:

• Must have 10+ years of experience in developing enterprise applications, products/platforms and services,
• 10+ years of Leadership / Management experience, building and leading diverse and multi-disciplinary engineering teams,
• Highly developed reltionship management skills, with demonstrable experience of building and nurturing stakeholder relationships to C-level in Front Office, Regulatory Compliance, Technology, supporting and Third Line of Defence functions, and with Vendors,
• Subject Matter Expertise in Communications technologies used by investment banks, the data capture, archiving and distribution associated with them and their subsequent processing in Communications Surveillance detection applications (e.g. Email, Enterprise Collaboration tools like M365, Bloomberg, Reuters etc.). Specifically:
• HSBC-hosted cloud technologies - Google Cloud Platform: Cloud Composer (Composer 2.5.1 - Airflow 2.6.3), Cloud Storage, Cloud SQL (Postgres 15), Dataproc Serveless \xe2\x80\x93 Custom Containers (PySpark 2.1.36 runtime), Artifact Registry, Cloud Logging, Cloud Monitoring,Secret Manager
• HSBC-hosted on-premises technologies - Apache Airflow 2.8.1, Elastic Cloud Storage (ECS), Postgres 15 (PgMaker), Docker runtime, RHEL8, Ubuntu 20.04 (Container images), NAS,
• Languages and Frameworks - Python 3.9, Poetry 1.6.1, Pandas 2.1.2, Pyspark 3.3.0, Java (OpenJDK 17), Spring Boot, Spring Scheduler and Quartz, Spring Integration, JSON, Logging, REST API, SFTP file transfer, SQL, JDBC, Junit, POM, React.js
• DevSecOps tooling - Terraform, ALM GitHub, ALM Nexus, ALM Jenkins, Cyberflows, Bitbucket,
• Vendor applications \xe2\x80\x93 Digital Reasoning Conduct Surveillance, CA Data Minder, Verint recording and extraction applications
• Demonstrable experience in all Principle Accountabilities areas listed above,
• Demonstrable experience in Agile, DevSecOps change delivery and project management lifecycles,
• Excellent spoken, communication, collaboration and influencing skills
• Self-motivated, driven, influential and conscientious, takes full ownership of all activities under the role\xe2\x80\x99s management, demonstrating enthusiasm & passion for delivering industry-leading technologies for the business it supports,
• Knowledge of AI / ML, specifically embeddings and NLP models would be a plus
