Phase 1 of UK PACT lasted from 2018 to 2023. Phase 2 runs from 2023 to 2027, with the possibility of extension to 2030. It will be delivered by Palladium in close coordination with the UK government, British Embassies and High Commissions.UK PACT is a flexible technical assistance programme that is designed to support Overseas Development Aid-eligible countries to increase their future climate ambitions, reduce emissions, and accelerate just transitions to clean growth. UK PACT aims to respond explicitly to partner government demand for capacity building interventions, sharing expertise in areas such as climate legislation, urban mobility, nature and renewable energy. The programmes overall objective is to alleviate poverty, working primarily through reducing greenhouse gas emissions.Scope of WorkYour role will be to support the Grants and Finance Manager in the oversight, management and administration of all grant funds, as part of the programmes core team. Regional teams will manage key relationships with grantees and be the front face of managing the grants with the grant recipients. The Grants and Finance Manager and Grants Officer, together, will provide a coordinated central function and support regional teams in the management of their grant portfolios. The key responsibilities are outlined below:Grant Management\xc2\xb7 Work in collaboration with the Grants and Finance Manager to design and implement grant management processes, including documentation for internal and external use.\xc2\xb7 Work in collaboration with the Grants and Finance Manager throughout the grant implementation to perform Due Diligence on potential grantees such that the team can take the necessary care, attention, and discretion prior signing grant agreements and during the implementation. These include:o Support in ensuring adequate and transparent institutional and governance structures, and robust and reliable financial internal control systems and in assessing the institutional capacity of grantees and subcontractors to effectively implement and recommend actions to strengthen their administrative and financial management systems.o Support in performing spot checks with identifying projects in extreme risk markets that require enhanced due diligence.o Support in consolidating compliance issues within Palladium required compliance reports and collate and verify all documents received (e.g. references, background checks, etc.) and supporting on confirming eligibility of grantees.\xc2\xb7 Perform formal evaluation of each application. Contribute to the review of all proposed budgets and project activities during the proposal stage to assess each applicants capacity to utilise budgets in the project time frame and ensure that all budgets are compliant with the guidelines set for the round.\xc2\xb7 Review final work plans, evidence requirements and budgets with successful applicants, considering any conditions imposed by the Panel. Contribute to and prepare the grant allocation, disbursements, and forecast schedules, as required.\xc2\xb7 Support in tracking all financial disbursements to grantees. Obtain and review evidence submitted by grantees as proof of milestone achievement.\xc2\xb7 Contribute to identifying risks and maintaining a risk dashboard at portfolio level highlighting potential risks and issues (operational, fiduciary and reputational) and mitigation plans (e.g. additional reporting, audits, etc.) for each grant and support in coordinating monthly portfolio review meeting with FCDO team and provide updates including on the risk dashboard.\xc2\xb7 Contribute to the provision and maintenance of portfolio level report per round with analysis on the financial status of each grantee, project progress, and highlighting potential risks (including delays) to Grants and Finance Manager\xc2\xb7 Maintain relevant filing for key documents. Collect end of grant reports (project and financial) and work with team members in the preparation and completion of financial audits as required and write overall assessment of the grant; provide feedback to grantees\xc2\xb7 Archive all grant-related documents and share with FCDO. Ensure that goods and services are purchased by each grantee according to Palladium Procurement policy and guidelines. Ensure that goods and services are maintained according to processes and specifications that maximise quality and minimise lifetime cost and fully comply with FCDO Guidelines with asset management.Relationship Management\xc2\xb7 Develop and manage strong working relationships with the projects regional teams, contact points at FCDO, project partners and other stakeholders.\xc2\xb7 Represent the project both with the client, and external audiences as needed and develop strong working relationships and a regular dialogue on project progress and challenges with the Palladium team working on the project.Training\xc2\xb7 Provide necessary training, capacity building and information to grantees and regional teams to enable compliance with the financial accounting, reporting and procurement requirements of their funding agreements.Reporting\xc2\xb7 Ensure that grantees are meeting grant reporting requirements in a timely and accurate fashion, including quarterly narrative and financial reporting; review and provide feedback to the grantees and feed into Project Managements Reporting Requirements.\xc2\xb7 Work with the Project Management team in preparation of quarterly and annual reports and work-plans. Performing any other duties reasonably required by the Grants and Finance ManagerPerson Specification\xc2\xb7 6-8 years of experience in the financial management and administration skills, with Master's degree in business administration / financial management and the ability to review and quality assure the financial reports of projects.\xc2\xb7 Strong Good knowledge and experience in managing grants mechanisms for FCDO. Good programme and grant management skills, with a proven track record of supporting management of a complex portfolio of grantees in various sectors with some knowledge and understanding of the regional political economy and business operating context in ASEAN, including socio-economic context and development challenges and priorities.\xc2\xb7 Excellent organisational, inter-personal administration and communication skills with professional fluency in English and high degree of personal resilience, flexibility and ability to adapt to changing circumstances.\xc2\xb7 Highly collaborative and committed to close working and open communication with colleagues in post and in the UK and implementing partners.\xc2\xb7 Commitment to neutrality in all dealings with stakeholders, including political stakeholders, to build trusted relationships and ensure maximum effectiveness of the programme.Job location- Mumbai/ Gurugram - long term contract with the possibility of extension based on exceptional performance.Shape your timeAt Arup, youll be a welcomed member of the team with opportunities to participate in cultural and social events with the local community (e.g. as a STEM ambassador) or by joining one of our staff networks which include, amongst others, for women, culture or LGBT+ people.
