The Project Controls cost engineer develops/maintains integrated project budgets, forecasts and actual cost of work performed for Congressional Capital Line Item Mega Projects in support of missions of high national priority. Duties include but are not limited to: . Developing and maintaining detailed technical quantity based performance metrics . Monitoring the overall integrity of the Project Budget and Forecast in accordance with the approved Baseline. . Participating Change Management Meeting to identify change and risk exposure . Collaborate with schedulers to analyze cost and schedule performance and document variances utilizing Earned Value Management (EVM) principles. . Identify and propose to Project Management the implementation of corrective actions based on EVMS metrics and variance analysis. . Develop and maintain Work Breakdown and Project Coding Structures for control and integrity of work defined by the contract. . Assisting in Profit and Margin Analysis reporting. . Maintain the established project cost/schedule program and prepares schedule/cost status reports . Provide meaningful, accurate historical data Basic Job Requirements . Minimum of 3 year of relevant experience in Project Controls with a degree. . One (1) plus years relevant experience on Capital EPC Projects (BOE, DoD, Operating Nuclear, etc.). . Candidates must have successfully provided cost engineering services while serving as the project controls cost engineer. . Must have a solid understanding of cost engineering concepts and a strong working knowledge of estimating and cost control systems. . Willingness to travel on assignment or for periodic business trips. . Knowledge of Defense Contract Audit Agency (DCAA). . Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors. Preferred Qualifications EIA-748 Compliant Earned Value Management Systems experience preferred. . Experience with Deltek Acumen Fuse, Risk, Cobra preferred. . Experience with SAP preferred. . Experience with Project under DOE O 413.3B experience preferred. . AACEI or PMI certification (EVP, CCC, etc.) preferred.
