Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods. Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.JOB PURPOSEThe Programme Associate (Protection, Gender, and Accountability to Affected People -PGAAP), henceforth known as the PGAAP Associate, will be responsible to operationalise and foster WFP\'s commitments on Protection, Gender, Conflict Sensitivity, AAP, and Disability Inclusion, and adapt them to the Afghanistan context and programmes.The PGAAP Associate will join the Programme Unit, and report directly to the Head of Area Office (NOC) and will be under the technical guidance of the Protection, Gender, Conflict Sensitivity and AAP technical leads of the Country Office.KEY ACCOUNTABILITIES (not all-inclusive)Advisory and technical support

  • Provide advice and technical support for the integration of Protection, Gender, Conflict Sensitivity, Accountability to Affected People (AAP) and associated areas of work, such as Disability Inclusion, focusing on programmatic implementation at Area Office level of WFP\'s Protection, Gender, AAP and related Policies and Guidelines
  • Developing analytical and descriptive reports and case studies based on field visits and cross-cutting assessments or studies and support the office in ensuring relevant follow-ups and recommendations are implemented in the Area Office.
  • Support relevant units to incorporate the aforementioned cross-cutting considerations into planning, design, and implementation, including ensuring assessments and monitoring.
  • Undertake field visits to assess cross-cutting considerations into programme design and implementation.
  • Work with relevant units to contribute to design and implementation of assessments and monitoring tools, as required.
  • Organize and lead regular community consultations, especially with more difficult to reach populations.
  • Facilitate workshops, briefings and inductions on Protection, Gender, AAP, Conflict Sensitivity, and related technical fields, such as Disability Inclusion to WFP, Cooperating Partner (CP) and Third-party Monitoring (TPM) staff.
  • Engage with the diverse communities, especially those assisted by WFP, to understand their information needs, preferences, capacity, and community information systems based on the lesson learned and inputs from the community.
  • Work jointly with Area Office teams on strategies for Community Engagement and improvement on better engagement with communities
  • Support in disseminating CFM thematic messages, guidelines, and learning materials among the target stakeholders, including analytical reports or dashboards coming from the CO
Partnership and coordination
  • Collaborate with UN and I/NGO agencies, affected populations directly and relevant representative groups, (e.g. persons with disabilities, women\'s civil society groups, youth, ethnic and religious minorities indigenous populations) to support and mainstream WFP cross-cutting priorities across WFP programme and operations.
  • Participate in key interagency fora at Area Office level to ensure representation, consistency and collaboration across the humanitarian sector, particularly in the Protection, GBV and AAP Working Groups and their relevant sub-working groups.
  • Organize regular meetings with CPs protection, gender and AAP focal points share emerging findings and concerns with Head of Office and Unit leads in CO.
Community Feedback Mechanisms (CFM)
  • Oversee the management of CFM cases in the Area Office and their effective actioning and verification.
  • Support the TPM and WFP staff in actioning and closing CFM cases.
  • Ensure that all complaints and grievances are verified in a safe, dignified, and timely manner, and that qualify feedback are provided to users of WFP\'s Community Feedback Mechanisms.
  • Ensure that all cases are entered into the online Client Response Management (CRM) tool with sufficient level of details.
  • Undertake verifications of sensitive cases and provide guidance and training to Cooperating Partner staff and Third-Party Monitoring staff on verifications falling under their umbrella.
  • Handle sensitive cases including, but not limited to gender-based violence, protection, child protection, sexual exploitation and abuse, data privacy, amongst others. This will include adhering to the specified protocols for management of sensitive issues as outlined in the CFM Standard Operating Procedures.
  • Support access, inclusiveness and reach of the CFM mechanism, including through consultation with affected people, and suggest improvements and and community preferred remedies to both receive and provide information to WFP. This includes ensuring that people with disabilities, women, youth, older people, and minorities (ethnic, religious, language, etc.,) have full access and enjoyment of WFP\'s feedback mechanisms.
STANDARD MINIMUM QUALIFICATIONSEducation:
  • Completion of secondary school education.
Higher education in lieu of work experienceRelevant, completed university degrees may be considered in lieu of experience with the following conversions:
  • Completed Master\'s degree: Equal to 1 year of work experience.
  • Completed Bachelor\'s degree: Equal to 2 year\'s work experience.
  • For female applicants, 1 or 2 years\' experience may be granted for partly completed studies prior to 2022.
Experience:
  • At least Six (6) years or more of relevant work experience in communications related to protection, gender, accountability to affected populations.
Desired Experiences:
  • Demonstrated field experience working on protection, gender, accountability to affected populations, disability inclusion and promotion of risk mitigation measures and good practices.
  • Experience in communications in humanitarian settings.
Knowledge and Skills:
  • Strong community relationships building capacity.
  • In-depth knowledge and operations experience in risk identification and operationalization of mitigation measures, protection, conflict sensitivity, gender, gender-based violence, humanitarian principles, access, and other humanitarian policy issues, and their linkages to humanitarian assistance.
  • Innovative and self-driven with strong commitment to results focused work.
  • High ethical standards and commitment to WFP\'s AAP goals
  • Strong analytical, writing and communication skills.
  • Capacity to build sustainability in WFP\'s communication practice.
  • Strong capacity in establishing and sustaining relationships with diverse stakeholders.
Language:
  • Fluency in both oral and written communication in English and local languages (Pashto/Dari)
