About the Project
PATH India is seeking a Program Officer-Digital Health •on Third Party Payroll -(Randstad•).
There have been persistent efforts focused on improving primary healthcare (PHC) and overcoming the hurdles of low coverage and poor quality of health services through several Digital Health interventions. However, majority of these initiatives are designed with very specific clinical or administrative purposes and lack a comprehensive ecosystem approach resulting in multiple applications and digital portals in use for their health system. This cascades into poor accountability and performance, time and resource wastage, lack of continuum of care, and low coverage of health services, resulting in poor health outcomes. PATH is supporting the state of Maharashtra with digitization of primary level of care and health service delivery in select districts. The project intends to demonstrate end to end digitization in healthcare and develop a digital saturation model at district level, leveraging fit for purpose digital solutions/interventions through the use case of improving reproductive, maternal and child health service delivery indicators. The district saturation model will include coverage across rural & urban areas and service delivery across public and private sectors. The focus will be on digitizing healthcare facilities, community health initiatives/programs and deploying innovations for accelerating service delivery across continuum of care. The project aims to form a digitally competent health workforce, improve access to health and systems-level data for resource planning and management, enable creation of longitudinal health records for patients, and enable interoperability of digital systems across healthcare facilities. This will result in data-driven decision-making leading to improved access and service coverage, citizen empowerment, quality care, and enhanced healthcare provider accountability. These positive health outcomes, complemented by favorable policies, governance support, local leadership, and partnerships, will accelerate Universal Health Coverage (UHC).
Responsibilities:• Build and sustain collaborative relationships with state and district level stakeholders for project implementation.
• Work closely with the leadership at Commissionerate of Health Services to provide technical assistance for digitally enabled health systems, specially for RMNCH programs
• Technical assistance to state level authorities in making annual budget plans (Program Implementation Plan) and proposals.
• Coordinate and participate in the state planning and review meetings
• Day to day liaison with state and district level administration for smooth implementation of the project as well as interdepartmental coordination.
• Support project activities in coordination with the national, state and district level project teams
• Closely work with the project team for implementation of Comprehensive Primary Health Care application in target geographies
• Support documentation of project activities and updates
• Travel to project sites for implementation and supervision of project activities, as and when required
• Undertake other tasks which may be assigned from time to time


Education Qualification, Experience and Required Skills:• Minimum of 5-7 years of experience and demonstrated skills in public health program management (experience in digital health projects preferable)
• Master's degree in management or public health from a reputable graduate school.
• Demonstrated experience of working with state and district level government health departments, preferably in Maharashtra
• Technical knowledge and field experience of planning and implementation of public health programs and health systems strengthening in Maharashtra, especially RMNCH
• Familiarity with Indian public health system, flagship initiatives in health sector and relevant government policies/ strategies particularly NHM, Ayushman Bharat Health & Wellness Centers, ABDM, National Health Programs, State Health Programs etc.
• Proven ability to multi-task and collaborate work effectively with senior staff, colleagues, donors, partner organizations, stakeholders, local institutions, and others at all levels.
• Ability to work in a complex environment with multiple tasks, short deadlines, and an emphasis on quality.
• Excellent analytical, communication, presentation and report writing skills.
• Excellent skills in facilitation, team building and coordination.
• Demonstrated ability to multi-task and thrive in fast-paced, high-pressure situations.
• Excellent command over MS Office applications, especially MS Word, MS Excel, and MS PowerPoint
• Fluency in English, Hindi and Marathi is essential
• Extremely detail-oriented, with the ability to communicate effectively.
• Strong interpersonal and organizational skills.
• Demonstrated ability to work effectively in a multi-site organization and in a team-based structure.
• Proven effectiveness while working in a team-based environment, but capable also of working independently.
• Ability to develop productive working relationships with other agencies, stakeholders and other organizations including government counterparts at state and district level
