Purpose & Scope of Position
The Program Manager is responsible for the coordinated management of key, strategic and large projects spread across locations in India or other countries, and in many (most) cases, ongoing operations which are directed toward a common objective. She/He works with constituent Project Managers (who are responsible to the Program Manager for the execution of their project and its impact on the program) to monitor cost, schedule, and technical performance of component projects and operations, while working to ensure the ultimate success of the program. Program Manager is responsible for determining and coordinating the sharing of resources among their constituent projects to the overall benefit of the program. She/He responsible for stakeholder management particularly stakeholders external to the organization.
Experience
o Minimum 20 years in managing projects and at least 5 years as Program Manager in a large multi-location/country o Must have knowledge of client groups and/or issues related to the program area
Qualification
o Minimum Bachelor's degree in engineering with Master's Degree or equivalent in Business Management is preferred o Minimum Project management Professional (PMP, USA), Program Management Professional (PgMP) is preferred
Key Responsibilities
1. Creating both the structure and practices to guide the program and provide senior-level leadership, oversight, and control. Serve as the primary point of contact with BU and Customer Senior, as well as interactions with other government employees and contractors upon customer request. 2. Ensuring that the work effort achieves the outcome specified in the business strategy 3. Setting and reviewing objectives, coordinating activities across projects 4. Overseeing the integration and reuse of interim work products and results. Integration activities, negotiating changes in plans, and communicating 5. Accountable to executive sponsors for schedule, budget, and quality of all program elements. 6. Lead high-level sessions for program plan and schedule development. 7. Acts as the communications conduit to executive sponsors and program steering committee and conducts periodic briefings/status updates. 8. Responsible for overall project delivery (cost, schedule, quality, information, contracts) on multiple project assignments. Monitor or track project milestones and deliverables. 9. Confer with project personnel to identify and resolve problems. 10. Develop and manage work breakdown structure (WBS) of projects. 11. Perform risk assessments to develop response strategies. 12. Monitor the performance of project team members, providing and documenting performance feedback. 13. Identify, review, or select vendors or consultants to meet project needs. 14. Assess current or future customer needs and priorities through communicating directly with customers, conducting surveys, or other methods. 15. Implementation of specific fiscal practices and controls. 16. Develops and utilizes program-specific procedures for making and reporting expenditures.
