Under limited supervision, performs Federal Acquisitions Regulations System (FAR) based construction subcontracts job functions as assigned by management. Typical job responsibilities include, but not limited to, communications with subcontractors, creation, administration, management and closeout of FAR based construction subcontracts and compliance. The specific work assignment may include duties or activities that assist and support management in one or more of the following functional areas: . Serves as a senior subcontracts representative for the Company . Manages all aspects of construction contracting project life cycle, including assistance to construction project management personnel for scope definition, developing detailed plans and project submittal requirements, tracking, managing and communicating project schedule status . Responsible for the effective creation, solicitation, award, administration, and closeout of construction subcontracts in accordance with company practices and contract requirements . Responsible for overall subcontract administration and compliance serves as construction subcontracts adviser to the field project staff including areas such as FAR based subcontract execution and change order accounting/management compliance requirements. . Responsible for assisting the Project Management in establishing and managing an effective FAR based subcontract change management program. . Communicates subcontractor change requests and/or requests for equitable adjustment to the appropriate Project Management and Acquisitions Management personnel. . Works closely with the subcontracts, procurement, government property and materials management organizations to ensure effective compliance with the overall Prime Contract requirements including flow-downs and consents are properly executed and maintained . Emphas effective utilization of US small businesses concerns to the maximum extent practical to all project personnel in order to surpass contractual Small Business Subcontracting Plan goals . Emphas effective utilization of competitively solicited/awarded Fixed Price Construction Subcontracts to the maximum extent practical . Performs other duties on complex federally funded and regulated construction projects as may be assigned . Maintains knowledge of and demonstrates ability to perform work safely in accordance with all approved safety policies, procedures and applicable regulations and performs assigned duties in a safe manner . Actively participates in Safety Work Groups Working Conditions: . Works in a field office construction environment at a normal environmental restoration atmosphere (outdated and/or abandoned facilities). Potential exposure to equipment movement hazards, dangerous chemicals/solvents or hazardous materials if proper safety procedures are not followed. . Ability to perform sedentary to light work, exerting up to 50 pounds of force occasionally (any exertion of force/lifting greater than 45 pounds requires usage of a two person \'buddy system\'), non-repetitive, up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly, repetitive performing such activities as lifting, lowering, carrying, pushing, pulling, standing, walking, grasping, kneeling, stooping, reaching. . Ability to perform primary office duties including heavy computer usage. . In some cases radiological training may be required. BA/BS degree in a related field and 9 -11 years of related experience working in complex construction environment, or an equivalent combination of education and experience is required. Typical experience ranges from 11 - 15 years. Prefer demonstrated construction subcontract management experience working within the Federal Acquisitions Regulations System (FAR) based federal contracting environment. . Must have strong background in utilizing Small Business Programs . Requires familiarity with a wide variety of functions and operating procedures in support of a FAR based Department of Energy demolition and/or construction contract . Must be knowledgeable of government auditing practices and standards . Extensive experience in overall FAR Based contract management and government auditing . Good leadership and decision-making skills . Excellent interpersonal and communication skills . Excellent computer literacy and MS Office skills (MS Word and MS Excel) . Expert understanding of federal and state policies and regulations . Exemplary attention to detail . Maintains sensitivity to and report on instances of fraud, waste and abuse .
