Job Description

The Payroll Compliance Officer ensures that the organization's payroll processes and procedures are in compliance with all relevant federal, state, and local laws, regulations, and company policies. This role involves monitoring and maintaining accurate payroll records, identifying and resolving compliance issues, and implementing process improvements to minimize risks and ensure timely and accurate payroll processing.

Key Responsibilities:

1. Compliance Monitoring: Stay up-to-date on changing payroll regulations and laws, and ensure the organization is in compliance with:

- Federal and state tax laws (e.g., FLSA, IRS, EFTPS)

- Wage and hour laws (e.g., minimum wage, overtime)

- Benefits and tax reporting requirements (e.g., ACA, ERISA)

- Workers' compensation and unemployment insurance laws

2. Payroll Auditing: Conduct regular payroll audits to identify and correct errors, discrepancies, and compliance issues.

3. Process Improvement: Develop and implement process improvements to enhance payroll accuracy, efficiency, and compliance.

4. Payroll Record Maintenance: Ensure accurate and complete payroll records, including employee data, pay rates, deductions, and benefits.

5. Compliance Reporting: Prepare and submit required compliance reports, such as:

- Federal and state tax returns (e.g., 941, W-2, 1099)

- Workers' compensation and unemployment insurance reports

- Benefits and tax reporting (e.g., ACA 1094/1095)

6. Employee Support: Provide payroll-related support and guidance to employees, management, and HR staff.

7. Risk Management: Identify and mitigate payroll-related risks, such as non-compliance, data breaches, or system errors.

8. Collaboration: Work closely with HR, Finance, and IT teams to ensure seamless payroll processes and compliance.

Requirements:

- 2+ years of payroll experience, preferably in a compliance role

- In-depth knowledge of federal, state, and local payroll laws and regulations

- Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC) designation preferred

- Strong analytical, problem-solving, and communication skills

- Ability to work in a fast-paced environment and meet deadlines

- Proficiency in payroll software and systems (e.g., ADP, Paychex, Workday)

Nice to Have:

- Experience with payroll automation and integration

- Knowledge of benefits administration and tax reporting

- Familiarity with HRIS systems and data analytics tools
