Job Description

Overview:

RTI is hiring a MEL (Monitoring, Evaluation and Learning) Assistant on the recently awarded USAID-funded South Asia Regional Energy Partnership (SAREP) activity. The MEL Assistant will support the MEL Manager in ensuring the successful implementation of project Monitoring Plan by overseeing project results, reporting on indicators, conduct data quality checks and data management. This position will be based in New Delhi, India
Responsibilities:
• Work closely with the MEL Manager and technical teams (electricity sector practitioners) to:
+ Ensure successful implementation of project monitoring plan.
+ Monitor project progress through collecting, compiling, and reporting of data on indicators.
+ Create and maintain the MEL database of indicators and catalogue supporting documents and evidence.
+ Make sure that the paperwork needed for indicator reporting is thorough.
+ Communicate the following to USAID and stakeholders in an innovative way through impactful PPTs, articles and research notes:
- project results.
- progress against performance indicators
- any other insights drawn from qualitative and quantitative data analysis.
+ Maintain and update the database of context indicators.
• Collaborate closely with technical teams and SAREP Country Managers to support SAREP's Learning Agenda via Collaboration, Learning and Adapting (CLA) activities.
• Work closely with the technical team to generate, validate, and visualize data in user-friendly format.
• Conduct secondary research and write short research notes on progress against Performance Indicators and Context Indicators.
• Examine the audit trail of performance indicators to check for any red flags, and then collaborate with the relevant team to figure out what went wrong and how to fix any shortcomings moving forward.
• Coordinate data collection and prepare quarterly progress report summarizing and documenting performance against the approved indicator list.
• Evaluate the project's performance annually by reporting on compliances with respect to the Quality Assurance Surveillance Plan (QASP).


Qualifications:
• Bachelor's Degree and 4 years of experience, or Master's degree and 2 year of experience.
• Demonstrated experience designing and implementing M&E systems for international donor-funded projects preferred.
• Excellent management, communication, and organizational skills (attention to detail is needed); ability to work flexibly and to multi-task.
• Knowledge of reporting procedures, best practices, guidelines, methods, and approaches for MEL. Insights about MEL processes in USAID funded projects will be an added advantage.
• Familiarity and experience with indicators relevant to the energy sector.
• Support in articulating and conducting CLA activities such as Pause and Reflect Sessions, After Action Reviews, Peer to peer exchanges, etc.
• Demonstrated experience in analytical skills, report writing and data visualization.
• Computer literacy, with ability to analyse and interpret data using Excel.
• Excellent communication and interpersonal skills in English
