LEPRA Society is an organization working for people affected by Leprosy, lymphatic filariasis, TB, HIV/AIDS & other NTDs, and Eye Care and is governed by a board of distinguished individuals from across India. SAATHII is selected as the Principal Recipient (PR) to implement the Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM) supported HIV and TB projects for 2024-27. LEPRA Society will lead as a Sub Recipient for the states of Andhra Pradesh and Telangana.


About the Prison Intervention : To reduce new infections among incarcerated populations, the project will employ a variety of approaches for comprehensive prevention education on sexual health, HIV, TB, STI, syphilis, and Viral hepatitis (VH), their routes of transmission, harm reduction and other prevention methods, and mental health issues. These strategies will be tailored to specific population groups, with an emphasis on early screening and treatment initiation.



The interventions will use different strategies for disease prevention and screening based on (i) inmate load, (ii) HIV positivity rates, and (iii) the availability of functional testing facilities and health care providers inside those prisons and other closed settings (P&OCS). The project will provide the comprehensive services in accordance with international (UNODC, WHO) and national (HIV/AIDS Act of 2017, Technical Guidelines) protocols to protect the rights and improve health access of incarcerated populations.


The position is for immediate employment


:

• The M&E Officer (MEO) will be based in Hyderabad and report to the SPM-P&OCS. The MEO will have the following responsibilities


• Support the SPM-P&OCS in oversight of the P&OCS, CSS, and RRB components


• Support the SPM-P&OCS in the recruitment of the Project Coordinators (PC)


• Support the SPM-P&OCS in preparing annual, quarterly and monthly plans


• Ensure the PCs are able to implement the project as per the program's logical framework, and SOP, and are able to achieve the region-specific outputs and outcomes of P&OCS


• Guide the PCs on implementation strategies, and regularly conduct data driven review meetings (SSR Quarterly Review Meetings - Cluster Wise) to track program progress


• Ensure the uniform implementation of M&E systems across all PCs and conduct frequent data quality audits at the P&OCS level


• Build the capacity of PC on data management (recording, validation, triangulation, and reporting), and data quality assurance


• Ensure that the PCs are able to properly use the project's MIS systems, and data recording and reporting tools and formats


• Conduct regular Supporting Monitoring Visits (SMV) and RDQA visits to the P&OCS on monthly basis


• Visit the P&OCS to provide technical support to improve program and data quality


• Coordinate with DAPCU /DISHA/ SACS - M&E / other officials for timely data reporting, verification, validation, and triangulation


• Ensure that the SR is able to prepare high-quality programmatic reports and submit to SACS, State TB officer, DISHA/DTO, and PR


• Any other work assigned by the Immediate Supervisor



QUALIFICATIONS, EXPERIENCE, AND SKILL-SET



• The candidate must possess graduate/post-graduation degree or higher qualification in Social Work, Sociology, Anthropology, Public Health, Statistics, and population studies (Demography) with experience in M&E domain or public health programs. Experienced and knowledgeable candidates from the community (PLHIV/KP) are also eligible to apply and will be considered.


• A minimum of 3 to 5 years of experience in program monitoring and evaluation in the health or development sectors


• Experience working in HIV prevention, care, support, and treatment programs in the GFATM program is an added value.


• Excellent and advanced skills in MS Office, especially Excel and PowerPoint


• Working experience and knowledge required on analytical and data collection and processing software packages (like Access, Power BI, and SPSS) will be an added advantage.


• Skills strongly required in the development of a basic MIS system include data processing, data analytical skills, and constructive feedback mechanisms.


• Excellent written and verbal communication in English and the regional language of the state where working is preferred.


• Ability to work independently and as a team player in a complex, multicultural environment, with demonstrated leadership, communication, networking, and presentation capabilities.


• Willingness to travel extensively (12-15 days a month) in the assigned state.
