This position provides leadership in the functional area and is primarily engaged in leading the development of project estimates. The position requires the application of knowledge gained from experience and expertise to the job duties and responsibilities. The position will identify and request changes in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs. This position is engaged in leading the development of engineering, procurement, fabrication, and construction (EPFC) project estimate for meeting the Critical Decision 2 (CD2) milestones of the Nuclear Capital Projects (NCP), with the primary project being the Savanah River Plutonium Processing Facility (SRPPF) Project. The SRPPF Project is designing, engineering, and constructing facilities to manufacture 50 plutonium pits per year. The SRPPF Project is estimated at CD-1 value of $6.9 - $11.1 billion, with an overall project completion range of 2032-2035. The CD-1 cost estimate and project completion date ranges are preliminary estimates that will be refined as the project conceptual design is matured to the 90% design level required to achieve CD-2 (approval of the performance baseline). Qualified candidates will have the experience and knowledge to lead or supervise the multiple facets of a large mega project estimate. Where possible, this position requires Management approval and must be recognized as an estimator who exhibits confidence in his knowledge and leadership capabilities. This position has the responsibility to act as a corporate or intra-corporate expert and change agent on Estimating methods, procedures, systems. This position also requires knowledge/expertise of all cost and schedule components. Basic Job Requirements . Accredited four (4) year degree or global equivalent in applicable field of study and sixteen (16) years of work-related experience or a combination of education and directly related experience equal to twenty (20) years if non-degreed some locations may have additional or different qualifications in order to comply with local requirements . Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders . Job related technical knowledge necessary to complete the job . Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines . Ability to attend to detail and work in a time-conscious and time-effective manner Preferred Qualifications . DOE / Nuclear and mega project experience preferred . Minimum of one (1) year of experience using any of the Fluor Estimating Systems or five (5) years of experience using Industry recognized estimating systems, . Minimum of five (5) years of field experience, preferably in project controls, construction, contracts, estimating, change management, or construction supervision . Demonstrate strong technical ability, combined with communicative skills, to lead estimate development . Knowledgeable about schedules, critical path, resource level (saturation) and float able to confirm the estimate is aligned to the project schedule . Knowledgeable about Lump Sum and Cost Reimbursable estimating . Knowledgeable about Self-Perform and Construction Management Execution . Knowledgeable about internal Cost Systems, Progressing Systems, Level I and II Schedules, Work Breakdown Structures, and Project Status Reports Be recognized as a leader and functional expert in the following areas: Direct Field Costs, Indirect Field Costs, Fluor Services Costs, Escalation, Selling an Estimate, Benchmarking and Unit Rates for Key Commodities, Currency Fluctuation, Tax & Insurance costs, Performance Bonds & Letter of Credit costs, Estimate Plan, Basis of Estimate, Input and Use of Business Risk Management Framework (BRMF), Use of Allowances, Cost Contingency, Global Pricing Model, Productivity Worksheets, Craft Mix and Crew Mix, Expatriate Policy Costs, Data Analysis, Comparison Analysis, Input into and Use of Historical Data (EMS - Experience Management System), Procurement including a comprehensive understanding of Purchase Order and Budget Quotations To be Considered Candidates: Must be authorized to work in the country where the position is located.
