Key Responsibilities
1. Billing Management:
o Prepare detailed project bills for contractors, vendors, and subcontractors as per approved work progress.
o Ensure timely preparation and verification of running account (RA) bills and final bills.
o Scrutinize and certify bills in accordance with contractual terms, scope of work, and approved rates.
o Coordinate with the site team for measurement sheets and ensure proper documentation for all bills.
2. Cost Monitoring & Budgeting:
o Monitor project costs to ensure alignment with approved budgets.
o Evaluate and certify variations and extra items with cost implications.
o Analyze deviations from budgeted quantities and initiate corrective actions.
3. Contract Management:
o Draft, review, and finalize contracts with vendors, suppliers, and contractors, ensuring adherence to legal and company policies.
o Negotiate terms and conditions of contracts, ensuring cost efficiency and timely deliverables.
o Maintain all documentation related to contracts, including amendments, claims, and payments.
o Evaluate contractor performance and recommend actions as needed.
4. Rate Analysis & Vendor Negotiation:
o Perform rate analysis for work items and materials in line with market trends and company standards.
o Negotiate rates and terms with contractors and vendors to achieve cost efficiency.
5. Reconciliation & Reporting:
o Conduct periodic reconciliation of materials issued to contractors against work executed.
o Generate reports on billing, progress payments, and cost analysis for senior management.
o Maintain accurate records of contract variations, revisions, and correspondence for audit purposes.
6. Coordination & Communication:
o Collaborate with site engineers, project managers, and architects to ensure proper documentation and certification of work completed.
o Coordinate with accounts and finance teams for timely payment processing.
o Resolve any discrepancies in billing or contractual terms with vendors and contractors.
7. Regulatory Compliance:
o Ensure compliance with statutory and regulatory requirements related to contracts and payments.
o Stay updated with legal changes and market trends to incorporate into contract practices.
Skills and Competencies:
• Strong knowledge of billing processes, quantity surveying, and rate analysis in the real estate sector.
• Proficiency in contract drafting, negotiation, and vendor management.
• Expertise in using software like MS Excel, AutoCAD, and ERP systems for billing and contract management.
• Excellent analytical, problem-solving, and communication skills.
• Ability to work under strict deadlines and handle multiple projects simultaneously.
Educational Qualification:
• Required: Bachelor's degree in Civil Engineering or equivalent.
• Preferred: Postgraduate diploma or certification in Quantity Surveying, Contract Management, or Project Management.
