Trickle Up has been working in India for last four decades to improve the economic empowerment, financial resilience, social inclusion and agency of extremely poor women from SC, ST and PVTG communities through the graduation approach focused on robust coaching and mentoring. Trickle Up and Jharkhand State Livelihood Promotion Society have been working together since 2015 through three successive MoUs between both agencies. Trickle Up is continuing to provide need based technical knowledge support to JSLPS for improving the quality of deliverables by the frontline coaches. To further impact at scale Trickle Up is setting Up a Technical Support Unit (TSU) at JSLPS to act as an advisory to the Special Protection Cell-PVTG and Ultra Poor Development and other units of JSLPS. The Technical Support Unit will assist JSLPS in developing contextually appropriate contents for the field team, provide technical advisories to the state, district and block level teams of JSLPS, develop tailored innovations deemed appropriate for the PVTGs and ultra-poor families, bring in and promote innovation, build the capacity of the staff and demonstrate models in the field for learning, replication and scale-up. The TSU will comprise a team of Subject Matter Experts including the Livestock Expert. The sector expert will assist JSLPS in developing framework and approach for appropriate livestock rearing and production practices in the context of PVTGs and ultra-poor. S/He will work in close coordination with JSLPS team to provide technical services on livestock health management, feed and fodder management and innovative and tested technologies to assist smallholders improve their production and productivity. The specialist will provide specialized technical assistance in the implementation of the existing livestock models or suggest customization of the models which are contextually appropriate. S/He will provide hands on assistance and capacity building of the field teams of JSLPS in livestock health and management, sustainable livestock rearing practices through participative learning approach. The specialist will also assist the JSLPS team in developing livestock clusters/producer groups and carry out value chain analyses to determine appropriate interventions into selected livestock value chain in the state. Major Roles And Responsibilities Provide Livestock Technical Assistance to JSLPS Orientation of the program team on livestock management and progress tracking. Develop all technical specifications for the livestock component of the project including procurement actions. Provide technical support for developing the master plan for livestock cluster and individual Units. Provide technical support on livestock rearing and management including, health, hygiene and nutrition requirements. Support in developing the MIS/MPR of livestock, conduct periodic review of project interventions and provide recommendations. Support the program team in dialogues, discussion and convergence with the Animal Husbandry department. Develop the project exit strategy and the possible ways forward, based on the achievements of the project. Provide Technical Assistance to Community Coaches Observe and assess problems of the livestock population that is cared for by the targeted beneficiaries. Deliver training to the coaches, impart trainings and assess the application of the learning in the field. Recommend best practices in the area for livestock management to enhance productivity, income & sustainability of the individual participants. Develop Tools, Manuals and Trainings to Formalize/Socialize Training Methodology and Materials Develop training modules & tools to support the coaches for individual & cluster approach. Design and lead all trainings related to the livestock component. Develop and share manual on best practices for animal health, marketing etc. Develop the annual training calendar for the coaches Coordinate with Market Actors for Marketing Provide technical support for market mapping and analysis of the key input and marketing of the livestock by products. Facilitate access to markets by establishing market linkages between the community and private/public partners for livestock products and by products. Key Skills /Competencies Ability to supervise, manage and support to field activities of the project. Experience in managing of livestock development programme. Proven ability to write technical reports. Good experience of training approaches. Familiarity with the dynamics and key issues related to community-based livestock management in Jharkhand. Ability to work effectively in a multi-cultural and diverse setting. A proper command of written and spoken English and Hindi is mandatory. Understanding of socio-economic and cultural aspects of Jharkhand. Self-driven with a pro-active approach to problem solving. Demonstrated ability to manage multiple tasks and prioritize. Ability to work with minimal supervision and as part of a team. Frequent field trips away from assigned location, potentially overnight. High levels of computer literacy; competent use of Microsoft Office (Excel, PowerPoint and Word). Ability to accept additional responsibilities as required by the demands of service. Commitment to Trickle Up and its mission. Experience A minimum of 5 years of experience in the livestock support sector, in a project management and design environment, preferably experienced working at the state level. S/he should have experience of providing training, treatment of small ruminant, having worked on preventive health veterinary services of small ruminant. S/he should be willing to travel to remote locations districts / blocks / villages for training and demonstration. Knowledge of Govt. policies and practices in the agriculture and livestock sector would be an asset. Academic Qualification At least a bachelor\'s degree in animal science or veterinary with previous experience in the field of livestock development, planning, program and project development, farm management and value chain development. Advanced university degree in Veterinary Medicine, or Animal Production/Science, or a related field or University Degree in Veterinary Sciences, Livestock production.
