  • JOB PURPOSE



Township Lead will manage and lead the activities for development of company owned new township and coordinate with all stake holders including internal as well as external. The Township Lead will prepare blueprint for the development of new township project charter with aid of external agency as necessary. He will prepare and monitor MIS reports related to township development milestone progress to Refinery management. Will be responsible for End to end delivery of Township project to the internal stakeholder.

QUALITY MANAGEMENT SYSTEM
Accountabilities and Authorities for Cost Management
  • Budget preparation and approval
    • Develop and implement strategies to achieve the Township\xe2\x80\x99s annual and long-term goals.
    • Value Engineering
  • Budget monitoring
  • Preparation and review of MIS
  • Invoice certification Coordination with F&A and BPC teams



Materials Management
Monitoring of all township inventory. Coordination with other discipline viz Procurement department for timely availability of material.



System development & Implementation / Leadership Development and Clear Expectations
Prepares monthly report for all activities apprising the status for same and highlight present status and corrective discussions to avoid delays.
Management of Township document Control Centre by ensuring smooth functioning, proper control & effective documentation services.




Coordination Internal & External

Develop and maintain effective relationships with the leaders of other state and local governmental agencies. Respond to inquiries and handle all public relations for the Township with regards to its Residents, other public officials and agencies. Work collaboratively with the Township members, Supervisor, Clerk and Treasurer.

Systems, Policies & Procedures: To be accountable for implementation and improvement of the EMS systems, procedures & policies in respective functional operations.
To ensure adherence to the all health, safety, and environment systems during all field activities
General awareness on Environment Management in Refinery Operations
Implementation of environment management procedures like Hazardous / Non Hazardous waste management.



OHSAS
HSEF - Care & Welfare: To achieve any safe and healthy work place.
To address critical safety issue associated while Material Inspection / Plant visit. Target \xe2\x80\x9cZero\xe2\x80\x9d accident within the Section.



Energy Management Systems 50001:2011
Energy Management systems ISO 50001:2011

Awareness about Energy policy, significant energy uses, Energy objectives and Energy Management System.
Monitoring and controlling of EnPIs, variables, baseline, Objective/ Targets & Management programmers (Energy action plan) and Energy performance as applicable.

  • INTERACTIONS



Internal Interactions:
  • Shall supervise and be responsible for the activities of all Township, employees, and independent contractors. Shall be responsible to the Township for carrying out and implementing all policies and programs established by the Company.
  • Make recommendations to the RLT concerning policy formulation, programs and procedures.
  • Prepare and submit the annual budget to the RLT no later than approved date together with recommended tax rates and such explanatory comments as needed. Administer approved annual budget including preparation of a quarterly budget report.
  • Report regularly and at least quarterly concerning the conduct of Township affairs and submit ,annually, a general report on the status of the Township projects, programs, agencies, committees, authorities, and inter-governmental agreements
  • Supervise and be responsible for enforcement of laws and ordinances and regulations. Ensure compliance with local laws and regulations with respect to occupational safety and hazards.
  • Coordinate the projects and activities of, and facilitate communication of, between and among Township municipal authorities, Planning Commission, and other agencies and committees to the extent consistent with law and ordinances.
  • Prepare specifications for advertisement and do other acts necessary for implementation of contracts for Township matters, subject to the approval.
  • Perform such functions as are required under lease agreement, lease back, management agreements, or any other agreements with authorities with respect to the sewer and water operations.
  • Shall be responsible to keep an account of all purchases and shall from time to time, or when directed by the company to make a full written report thereof.. All complaints regarding services or personnel of the Township shall be referred to the office of the Manager.
Interacting with SAP / IT and other departments and obtain solutions for system related issues.



External Interactions:
  • Technical correspondences with vendors, engineering agencies.
  • Interacting with national / international code vendor for any updated versions issued and ensure updated codes / standards maintained in tech. library for Township.
  • Project Management Consultants, Environmental Consultants and Detail Engineering Consultants. Peer reviewers.
Managing the invoices and other pertinent documents.






  • DIMENSIONS




  • Preparation of Capex/Opex budget for Township and coordinates.
  • Optimizing utilization of existing resources for township jobs for implementation.
  • Close out all completed projects in time
  • Coordinated with commercial department and ensures the availability of long lead items in time to avoid delays in the implementation.
  • Maintain Documentum in Township for document management system
Development of subordinates by providing need base technical and behavioural training as well as on the job training.

  • Graduate Engineer (Civil)




  • Relevant (Functional/Level) & Total Years of Experience:
  • Civil Engineering Graduate +17 years of experience in Residential Townships and building construction job.
  • Must have overall exposure in multi discipline fields like project, Budget control, design and engineering, etc..
  • Co-ordination with internal stake holders and external vendors/consultants w.r.t. to any job related to township such as civil job, plumbing and electrical job, etc..
  • Knowledge of Building interiors.




  • Functional Skills:
  • Experience in Building projects
  • Experience in handling Engineering consultants
  • knowledge of preparation of Reports for Opex and capex Budget in townships
  • knowledge of complete Document management systems in Refinery
  • Familiar with procurement of material & Service
  • Should have a knowledge of product, quality parameters, environment, Safety and Energy Management.
