The World Bank is supporting this initiative through the Transforming India\xe2\x80\x99s Public Health Systems for Pandemic Preparedness Program (PHSPP). PATH has been identified as a key partner by the World Bank in setting up a Technical Support Unit (TSU) by the World Bank to provide expert guidance on the metropolitan disease surveillance initiative of PM-ABHIM.The TSU will provide technical backstopping and strategic guidance to the program during the initial two years of implementation, drawing on global experience and best practices. The overarching goal is to support the design and rollout of the metropolitan disease surveillance program, identify enablers and barriers, and share emerging lessons as global public goods.PATH is currently seeking a Lead Consultant - Public Health Specialist / Lead - Technical Support Unit on Third Party Payroll (Randstad. The Lead Consultant - Public Health Specialist / Lead - Technical Support Unit will be a pivotal position within this team, responsible for guiding the strategic implementation and refinement of the program.Duty Location: National Centre for Disease Control, DelhiReports to: Lead - Health Systems StrengtheningKey Roles and Responsibilities:Leadership and Coordination: Lead and manage the TSU team, coordinating closely with the World Bank, Central Surveillance Unit (CSU) officials, and other key stakeholders to ensure seamless execution of the program.Strategic Guidance: Provide comprehensive strategic guidance to the project, ensuring the timely submission of deliverables, and offering expert advice on program design and implementation.Global Best Practices: Lead the documentation and integration of global best practices into the metropolitan disease surveillance program, advising on innovative approaches to enhance program effectiveness.Technical Support: Provide technical guidance on the leadership and coordination structures for Metropolitan Surveillance Units (MSUs), drawing on global knowledge and experience to improve program outcomes.Surveillance Infrastructure Assessment: Review disease trends and assess the adequacy of infrastructure and staffing across selected cities, providing recommendations for enhancements.Geospatial Epidemiology: Study and provide expertise on geospatial epidemiology tools and their application in predicting disease outbreaks and identifying vulnerable populations.Policy Development: Lead the preparation of policy briefs, protocols, and standards for the establishment and operation of the metropolitan surveillance program, ensuring the wide dissemination of insights and best practices.Qualifications and Experience:Education: MBBS with post-graduation in Community Medicine/Preventive and Social Medicine (PSM) or equivalent.Experience:Over 20 years of professional experience in public health, with a focus on disease surveillance and public health systems at the national or state level.Minimum of 10 years of experience as a State Surveillance Officer or in a similar role.Prior experience in team management and leading large-scale health initiatives.Sector Expertise: In-depth knowledge of surveillance systems, antimicrobial resistance (AMR), infectious diseases, and public health infrastructure.Partnerships: Experience working with national/state health agencies such as ICMR, NCDC, and IDSP, or with technical partners like WHO, and CDC will be an added advantage.Essential Skills:Leadership: Proven ability to lead and build teams, and to inspire and motivate diverse stakeholders.Communication: Excellent verbal and written communication skills in English and Hindi, with the ability to present complex information clearly and concisely.Project Management: Strong organizational skills, with the ability to manage multiple tasks and timelines effectively.Technical Proficiency: Proficient in MS Office (Word, Excel, PowerPoint, Outlook) and web-based research tools.Stakeholder Engagement: Demonstrated ability to collaborate with government counterparts, donors, and development partners at national and state levels.Health Systems Knowledge: Familiarity with the Indian health system, especially disease surveillance initiatives like IHIP, IDSP, and key programs like NHM, Ayushman Bharat, PM-ABHIM, and the XV-FC.Flexibility: Willingness to travel up to 30% of the time.Location: DelhiThe candidate must have legal authorization to work in India.PATH is dedicated to building an inclusive workforce where diversity is valued.PATH is an equal opportunity employer.
