Brief Role : Senior Human Resources Manager Exp. Req. 10 - 20 yrs; The successful candidate will drive the HR agenda across Asia with particular focus on building a high performance work culture, ensuring high engagement, driving strong talent practices, and addressing employee relations issues. The position will be based in Bengaluru, India and focus on HR issues in various IEEE subsidiaries in the Asia region, including offices in China, India, Japan, and Singapore. This role will deliver day to day Human Resources services in the areas of culture management, employee relations, learning and development, talent management, talent acquisition, compensation, and benefits and wellness. The Sr. HR Manager will have on- site operational oversight of human resources activities in the global offices. This includes coordination of the hiring process, administration of compensation and benefits programs, performance and talent management, employee engagement, assessment and investigation of employee relations issues, and delivery of training and educational events. This position ensures compliance with and enforcement of local and national labor and employment laws and regulatory guidelines. He/ She will also develop human resources policies, review with legal counsel, and communicate these policies using various mediums. This position will report functionally (dotted line) to the Director, Employee Development Partners in Piscataway, NJ and will report administratively to the Director of India Operations. The position will also take direction from the Senior Director of Asia Business Operations based in Beijing. Functioning with minimal supervision, the Sr. HR Manager must be a strong collaborator and team member with the ability to develop and maintain effective working relationships with internal customers. Essential Functions Assess current levels of delivery and identify future needs for various HR functional areas, including compensation, benefits, employee relations, talent management, training and development, staffing, communications, employee engagement, and organization culture. Recommend and implement changes to processes and practices to improve the quality of HR functions leading to increased engagement and organization effectiveness. Implement staffing process, including job posting requisition, sourcing of candidates, interviewing, selection, onboarding, and advising managers and employees on systems. Partner with Learning and Development to plan, develop and deliver seminars and training, as well as other training initiatives. Support talent management initiatives, including succession planning and talent reviews, career development initiatives, leadership development, etc. Assess, investigate and mediate complex issues; document progress and resolution. Prepare documentation for terminations, final settlements, severance checks, separation agreements and releases, and other materials required for employment termination. Ensure HR files are maintained in an audit- ready manner. Manage and administer compensation programs, job evaluations, reorganizations, and use of HR systems. Provide guidance to the Director of Compensation and Benefits regarding local compensation practices to ensure that IEEE is competitive. Implement benefits programs and wellness initiatives in compliance with IEEE and GIEEE policies and practices, as well as union and Karnataka state legal requirements. Participate in/ lead various project teams and task forces to achieve HR objectives. Implement and administer programs, policies and procedures related to workers compensation and unemployment, leaves of absence, and other company policies. Keep abreast of relevant local and international employment laws to ensure compliance with union and state legal requirements, policies and practices. Participate in weekly phone conferences and/ or web conferencing with HR leaders in the US. Travel to other locations periodically, as well as to the US headquarters as required. Partner with New Jersey- based HR department regarding delivery of various HR functional areas. Qualifications Bachelors degree in Human Resources, Business Administration or related field. HR certifications strongly preferred. Minimum 10 years progressively responsible generalist experience delivering human resources services and administering human resources programs, including total rewards, employee relations, training and development, staffing, regulatory compliance, and professional development. Knowledge of Karnataka state and India employment laws and regulations. Diplomacy, professionalism, emotional maturity, and strict respect for confidentiality. Professionalism in responding to employee relations issues within legal and regulatory constraints. Excellent relationships with business clients and other internal/ external customers. Current knowledge of human resources issues; well- versed in labor and employment law. Fluency in English. Knowledge of other Asia languages preferred. Excellent presentation skills and ability to deliver training programs. Effective writing skills and the ability to draft and recommend changes in policies and processes, as well as prepare communications on a variety of issues in a clear, concise and persuasive manner. Technologically savvy with HR systems, including knowledge of Microsoft Office Suite, Taleo, Oracle Fusion, Gmail, Google Apps, Internet, and other systems.
