Role Responsibilities The Head of Stress Testing Execution is accountable for the end-to-end execution of all Group and Country exercises, as well as driving strategic change aligned to the Finance Operations and Global Financial Planning & Analytics (GFP&A) strategies. Specific deliverables include: Successful completion of all Group and Country exercises in a controlled, effective and efficient manner. Partner with the Aspire change programme to deliver the strategic Stress Testing platform to meet increased demand for Management Stress Tests, Recovery and Resolution Planning (RRP) and Country Level Stress Testing. Standardise and embed the Stress Testing Target Operating Model and associated Service Level Agreements, across Group and Country. Design and embed human and technology resource supply management, supported by a highly skilled and fungible workforce. Definition and implementation of performance metrics and operational dashboarding. The role will work extensively with senior management across Finance Operations, GFP&A and countries, as well as change and technology, to evolve the bank\'s Stress Testing capability to be a market leader. Strategy Development and delivery of a strategic vision and plan for the redesign of Stress Testing Execution, covering operating model, process, policies & procedures, controls, and systems. Drive the strategy and execution of Operational excellence within Stress Testing, that is aligned to the Finance Operations and GFP&A strategic pillars. Partner with Aspire Transformation to select and leverage tools & techniques, data and functional processes related to Stress Testing Execution. Standardise and embed the Stress Testing Target Operating Model and associated Service Level Agreements, across Group and Country. Innovate and automate to industrialise the Stress Testing process, to be faster, more robust and controlled. Business Understand the current process state end to end with the aid of various tools and identity various improvement opportunities. Drive execution of identified improvement opportunities. Develop robust measures and metrics to effectively manage the Stress Testing Execution organisation. Develop and embed robust cost and headcount planning to drive Supply Management across both BAU and change activities. Support implementation of tools to contribute to organisation design, outcomes, and requirements. Processes Lead the execution of all Group Stress Tests including the Bank of England Annual and Bi-Annual exercises, Internal Capital Adequacy Assessment Process (ICAAP), Recovery Plan Stress Test (RPST) and internal Management Stress Tests (MST). Lead the execution of Country Level Stress Tests for all onboarded countries including Singapore & Hong Kong. Responsible for Singapore Outsourcing Compliance for the Stress Testing GPO. Accountable for the execution of all OR Controls related to the Stress Testing processes. Define policies, procedures, and controls for the processes. Be a trusted advisor to the GPOs, FinOps MT and Global Finance partners and be able to support issues, communication, and influence outcomes. People & Talent Lead the drive for up-tiering and up-skilling Finance to develop high performing teams for the future inspire and engage people. Business leadership / defining and agreeing solutions to drive effectiveness and efficiency with Finance and Business / Front Office management. Support cross-Bank and finance talent development through thoughtful job design, selection of people managers and providing stretch opportunities for individuals to learn in role. Employ, engage, and retain high quality people, with succession planning for critical roles. Responsibility to review team structure/capacity plans. Set and monitor job descriptions and objectives for direct reports and provide feedback and rewards in line with their performance against those responsibilities and objectives. Risk Management Reinforce an effective and exemplary risk and control culture and further strengthen the control environment, ensure that specialist knowledge and skills are assigned to relevant needs. Act to minimize operational loss and audit failures and take proactive measures to respond to matters arising and identify and manage forward looking risks. Work with relevant teams to identify and mitigate identified operational risks in their areas. Through assignment of direct and indirect reports, establish and maintain an appropriate framework and procedures for monitoring, identifying, measuring, assessing, reporting, and managing compliance, regulatory, financial crime, operational and reputational risks. Governance Reports directly to Global Process Owner, Stress Testing. Has membership of all major GPO ST, FinOps and GFP&A management forums. Regulatory & Business Conduct Display exemplary conduct and live by the Group\'s Values and Code of Conduct. Experience in Stress Testing or Financial / Regulatory Reporting. Process optimisation mindset with experience designing and embedding a new Target Operating Model. Understanding of effective control frameworks, as well as experience managing engagement with 2LoD & 3LoD. Experience developing and managing a large team. Exceptional visualisation and storyboarding capabilities, with strong ability to translate complex information into impactful executive-ready presentations.
