Position Summary
Responsible, either directly or through supervision, for the analysis of technical data requiring the use of complex analytical techniques and participates in special or ongoing projects involving financial, economic, and investment analysis and reporting.

Responsibilities
  • Assist with BINFRA discrete audits, interface with cognizant audit agencies, internal auditors, internal stakeholders, relevant government bodies, and customers that require assurance with FAR compliance. Activities include researching and preparing responses to government audit requests, developing audit positions with team and management.
  • Maintain and develop the BINFRA indirect rate model in either a backup or primary role.
  • Support the preparation of semi-annual forward pricing rate calculations.
  • Review and analyze data to determine allowability and compliance based on government regulations including statutory salary cap calculations, O&D cost screenings and reporting, payroll additive adjustments.
  • Interface with team for updates to BGI corporate and bonus allocations.
  • Demonstrate to third-party auditors the causal-beneficial relationships and the analysis and processes to derive such relationships and manage change control. This involves collecting and maintaining overhead descriptions/scopes/benefits; establishing a master pool code repository; and describing accounting practices and cost methodology as relates to BINFRA indirect rates.
  • Describe accounting practices as relates to BINFRA indirect rates and coordinate any impacts and updates to BINFRA\xe2\x80\x99s documented cost methodology.
  • Support negotiations for rates and audit resolutions.
  • Support proposal pricing and interface with Estimating team.
  • Support the compilation of direct cost schedules for any contract required final incurred cost development and reconciliations to company financial statements.
  • Perform and collaborate analytical studies, conduct peer reviews, lead team assignments.
  • Document and streamline processes for repeatable and quality performance.
  • May direct the work of other team members and project manage various assignments.

Qualifications and Skills

Basic Qualifications
  • Bachelor\xe2\x80\x99s Degree in relevant discipline or equivalent combination of education and related experience required.

Minimum Qualifications
  • Currently utilizes Microsoft Excel, (advanced, including Pivot tables to summarize and analyze large data sets), and Word applications.
  • Excellent oral and written communication skills, flexible to handle multiple tasks.
  • Ability to utilize accounting reporting systems to perform assigned activities.
  • Enhancement of skills as needed, such as accounting principles and pursuit of further government regulation knowledge.
  • Work closely with peers and other department leads in a team dependent environment.
  • Understands Bechtel\xe2\x80\x99s accounting system and organizational structure and successfully utilizes policies and procedures.
  • Has experience using Hyperion and CFAR or Oracle Financials.
  • Broad working knowledge of FAR and CAS.

Preferred Qualifications
  • Microsoft applications to automate functions in Power BI, Excel for analyses and reporting (create tables, queries, and reports).
  • Microsoft Visio or PowerPoint (create and maintain flow charts for process mapping).
