Experience in the Transport Department Liaison, relationship and tendering
Key Qualifications: ? Bachelor's degree (Master's degree is a plus).
? Minimum 5+ years of experience in government relations, public affairs, tendering, or contract management especially in Transport Department.
? In-depth knowledge of government procurement processes, tendering procedures, and regulatory frameworks.
? Proven experience in securing government contracts and managing tendering processes from start to finish.
? Strong networking skills with the ability to build relationships with government officials and regulatory authorities.
? Excellent negotiation, communication, and interpersonal skills.
? Strong project management skills with attention to detail and the ability to manage multiple tenders simultaneously.
? Proficiency in using government tender portals and relevant software (e.g., GeM, eProcurement platforms).
PREAMBLE
The Government Liaison and Tendering Manager is responsible for developing and maintaining relationships with government agencies, managing the tendering process, and ensuring compliance with all regulations and requirements.
This role involves strategic planning, proposal writing, and communication to secure contracts and funding.
Government Liaison:
1. Government Relations (Transport Department): o Build and maintain effective relationships with key government officials, regulatory authorities, and public institutions.
Represent the company in meetings, discussions, and negotiations with government. o Monitor new regulations and policies company operations.
2. Policy Advocacy:
o Engage with government departments for policy decisions that align with the company's business interests.
Provide insights on potential regulatory changes and their implications to the internal leadership team.
Tendering and Contract Management:
4. Tender Identification: o Identify government tenders and procurement opportunities relevant to the company's services and products.
o Monitor various government portals and platforms to keep track of tender announcements and deadlines.
5. Tender Preparation:
o Prepare tender documents, including technical specifications, financial bids, and compliance certifications.
o Collaborate with internal teams (legal, finance, technical) to ensure accurate, compliant, and competitive bid submissions.
6. Contract Management:
o Lead contract with government entities to secure terms and conditions for awarded tenders.
o Ensure compliance with contractual obligations, including timely delivery of goods or services as per the terms of the contract.
o Maintain detailed records of contract terms, amendments, and related correspondence with government bodies.
7. Risk Management:
o Assess risks associated with tendering and government projects, ensuring that the company's interests are protected.
o Work closely with the legal department to ensure all tender-related contracts and agreements comply with legal standards.
8. Post-Award Coordination:
o Liaise with government officials for progress updates, compliance reporting, and dispute resolution if necessary.
9. Documentation and Reporting:
o Maintain an organized and detailed archive of all tender documents, submissions, contracts, and communications.
o Prepare regular reports for senior management on tender status, contract performance, and government relations activities.
