Job Description


The GIS Developer- Technical Implementation Cell will work under the overall guidance and supervision of the Director, MNCFC. The GIS developer will be responsible for all development and maintenance activities of desktop and web applications related to PMFBY, in addition to creating a visualization and analysis platform for a wide range of data.Implementation of Technology Solutions

  • Implementation and monitoring of YES-TECH, WINDS and CROPIC activities.
  • Supporting the state in Smart Sampling of Crop Cutting Experiments.
  • Providing technology support to solve various issues of PMFBY, such as Area Discrepancy, Yield Disputes, Prevented/Failed Sowing, Loss characterization, etc.
Support Research & Development and Data Analysis
  • Coordinating pilot studies being/to be conducted, for various technology-based solutions, like - yield estimation for non-cereal crops, CROPIC etc.
  • Carry out R&D activities on different aspects of RS and Geospatial Technology use in Crop Insurance.
  • Analyse Spatial and non-spatial data analysis related to PMFBY and developing technology solutions for implementation.
Ensure proper Documentation.
  • Preparation of SOPs, Manuals, Protocols and Guidelines for use remote sensing and geospatial technology for Crop Insurance.
Support Capacity Building
  • Capacity Building of stakeholders in use of RS and Geospatial technology for PMFBY.

Required Skills and ExperienceEducation:
  • Secondary education is required.
  • A University degree (bachelor\'s degree) in Computer Science/GIS / Geomatics / Geoinformatics / Remote Sensing/ or equivalent field will be given due consideration, but it is not a requirement.
Experience:
  • Minimum of 7 years (with High school diploma) or 4 years (with Bachelor\'s degree) of relevant demonstrable experience at the national or international level in Spatial data analytics/ handling spatial and non-spatial data for developing GIS based solutions/Remote Sensing data analysis / Crop Yield Modelling/ Drought Assessment, with UN Agencies/ national/ international/ public/ private organization is required.
  • Proficiency in Microsoft Office Suite is required.
  • Experience in project Management practices and ability to formulate and manage budgets is required.
  • Experience in capacity for strategic planning, result - based management and reporting is required.
  • At least 4 years of work experience in Esri\'s ArcGIS and associated extensions, and ERDAS IMAGINE; knowledge of other GIS and remote sensing software such as ENVI, QGIS, SNAP, GRASS etc.
  • In-depth knowledge of Remote Sensing and GIS application in Agriculture/Forestry/Agro-Forestry and related field
  • Experience crop loss modelling or agricultural statistics
  • Additional 2-3 years of experience of working with Central and/or State Governments/ international agencies.
  • Development and maintenance of Desktop and web-based GIS applications. The GIS Developer is responsible for the implementation of GIS systems and creating spatial data in a variety of formats
  • Development of spatial visualisation platform/ Web server/ App.
  • Additional years of experience in developing software solutions using cutting-edge technologies such as Django framework based on python, Python, Open layers/leaflet, React, Angular, JavaScript, etc. languages and PostgreSQL/PostGIS Databases
  • Customize development of enterprise GIS Servers like Arc GIS / Apollo GIS.
  • Working knowledge of spatial database handling.
  • Development of web and/or desktop GIS based applications using open-source technology.
  • Proficiency in .NET or Java.
  • Database knowledge - Postgres.
  • Knowledge and experience with Web Services, Open standards, XML, GML/KML.
Required Language(s)
  • Fluency in in English and Hindi is required.
