Overview:

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Currently, WJCF supports government partners across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis, tuberculosis, COVID-19, common cancers, sexual and reproductive health, immunization, and essential medicines.

The Finance Officer, Global Fund (C19 RM) is a key role in the New Delhi team, reporting to the Finance Lead. This limited-duration position oversees financial management for Global Fund grant implementation, including transaction verification, reporting, budgeting, and audit support. The role involves managing sub-recipient finances, conducting audits, and ensuring compliance with donor requirements. The ideal candidate will have strong financial acumen, analytical skills, and communication abilities, capable of working independently and collaboratively.
Responsibilities:
• Review bills/payments processed by Accountant/Accounts Associate and share the same with Finance Lead for further action.
• Verify all transactions with budgets, approvals and reports before getting approved for payment
• Ensure organizational and project related bookkeeping / accounting work and maintenance of all associated records
• Prepare and submit financial monthly / quarterly/annual statements to the Finance lead
• Responsible for preparation of budgets, forecasts and cash flows.
• Support in preparation of annual financial reports (AFR)as required for donor audits.
• Oversee processing of funds request by Sub Recipient (SR's), reconciliation, review, and release of funds.
• Prepare reporting formats for SR in line with approved budget and submit same for further review and adherence by SR's.
• Ensure timely submission of expenditure reports by SR's, review the same and account the same in WJCF consolidated monthly accounts.
• Provide guidance/training to SR's on approved budgets, reporting requirements, variance reporting etc.
• Conduct regular financial audits for sub-recipients and other implementing partners.
• Follow up with SR's for timely closure of audit observations and reporting.
• Support Finance Lead in development and monitoring of compliance of relevant policy guidelines
• Provide adequate support during internal, statutory audits and LFA Reviews
• Ensure compliance of statutory and donor requirements for each project in respective city offices (branch and field offices)
• Provide quick response to queries from donors or their agents and other NGO partners / stake holders, as may be required by the Project Lead
• Overall, comply with requirements of the organization as may be relevant for the project
• Provide support to the Finance lead for statutory annual financial audit by an accredited agency, submissions / filings to relevant authorities, and ensuring adherence to recommendations made by the auditors.
• Any other task as assigned by supervisor/Finance Lead


Qualifications:
• Qualified Chartered Accountant, ICWA, Management Accountant, or MBA from reputed university/institute with 5 to 7 years of relevant work experience in similar organisational/functional context.
• Bachelor's degree and relevant work experience may be considered in lieu of an advanced degree/qualification

Skills & Traits: • Strong knowledge of various financial software like QuickBooks/Tally and MS Excel
• Must have demonstrated experience in developing linked data spreadsheets/models and using features such as formula auditing, pivot tables, short-keys, and frequently used in-built excel formulas. Experience with Excel macro development will be an added advantage
• Demonstrated skills in reviewing/interpreting reports and in developing narrative analysis with appropriate follow up actions
• Highly numerate, strong accounting knowledge, and analytical/problem solving skills
• Rigorous and detail-oriented with an ability to multi-task and work effectively in adverse and fast paced work environment
• Ability to coach both finance and non-finance people on financial issues including budgeting & internal controls
• Fluency in spoken and written English language with high verbal/written communication skills
• Good knowledge of using MS Office tools (Word & PowerPoint)
• Excellent planning and prioritization skills and ability to work independently
• Ability to adjust and perform in a dynamic team environment and be a strong team player.
