EPRA Society is an organization working for people affected by Leprosy, lymphatic filariasis, TB, HIV/AIDS & other NTDs, and Eye Care and is governed by a board of distinguished individuals from across India. SAATHII is selected as the Principal Recipient (PR) to implement the Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM) supported HIV and TB projects for 2024-27. LEPRA Society will lead as a Sub Recipient for the states of Andhra Pradesh and Telangana.
About Care and Support Centre(2.0): The national program proposes transforming the current CSC to improve care and support services for priority PLHIV subgroups, as well as incorporating the EVTHS care cascade in accordance with NACO's revised strategy for meeting the second and third 95 UNAIDS fast-track targets. To strengthen care and support services, the project will work with both public and private ART centers to provide tailored care to the following priority PLHIV subgroups (including but not limited to): (a) Newly identified PLHIV initiated on ART; (b) ICTC linkage loss cases; (c)PLHIV Missed ART Treatment and are Lost to Follow up cases; (d) PLHIV with more than 1000 copies/mL viral load and less than 200 cells/mm3 CD4 count;(e) PLHIV newly initiated on second-line or third-line ART;(f) Co-infected individuals (NCD); (g) HIV+ Pregnant and Lactating Women; (h) HIV Exposed Infants (HEI); (i) Discordant couples and index cases; (j) HIV+ high-risk groups and incarcerated population; (k)Co-infected individuals (TB).
The project will also help to achieve the national EVTHS goal by providing a comprehensive cascade of services to HIV-positive pregnant and lactating women, as well as exposed infants, in accordance with national EVTHS guidelines. The cascade services include peer counseling, ART adherence monitoring, spouse testing, institutional births, post-delivery services, ARV prophylaxis, cotrimoxazole preventive therapy, infant feeding guidance, early infant diagnosis, family planning services, and syphilis-reactive positive pregnant women follow-up. The program will extend primary prevention efforts among adolescents and youths through collaborations with Rashtriya Kishor Swasthya Karyakram and the Youth Affairs Department of SACS.
The position is for immediate employment
• The Finance Officer (FO) will report to the SPM-CSC. The FO will have the following responsibilities
• Support the SPM-CSC in oversight of the grant CSC 2.0 component
• Support the SPM-CSC in the timely selection and on-boarding of the SSRs
• Ensure timely recruitment of the SSR staff
• Support the SPM-CSC in preparing annual, quarterly, and monthly plans
• Ensure the SSRs can implement the project as per the program's logical framework, and SOP, and can achieve the region-specific outputs and outcomes of CSC 2.0
• Guide the SSR teams in the effective and optimum utilization of the project funds
• Regularly conduct data-driven review meetings (SSR Quarterly Review Meetings - Cluster Wise) to track funds utilization against program progress
• Ensure the uniform implementation of financial systems across all the SSRs
• Build the capacity of SSR staff on finance management
• Ensure that the SSRs are able to properly use the accounting software, and are able to properly record and report their expenditure data
• Conduct regular OSDV visits to the SSRs
• Ensure that the SSRs can prepare high-quality financial reports and submit them to SACS, NHM, and SR
• Any other responsibility as relevant to project implementation assigned by the immediate supervisor
Additionally, the FO will also be responsible for the following
• Day-to-day accounting work and financial management (including payment processing) of the respective SR and its SSR by the organizational, and donor policies and guidelines
• Checking and processing SSR payments
• Maintenance of books of accounts and related documentation on an ongoing basis
• Ensure all statutory, donor, and organizational compliances are adhered to regarding sound financial management
• Timely and accurate preparation and submission of financial reports
• Preparation and maintenance of staff HR files
• Managing all procurements as per organizational and donor policies
• Maintaining stock and asset registers and updating timely
QUALIFICATIONS, EXPERIENCE, AND SKILL-SET
• The candidate should have at least five years of experience in the relevant field. Experienced and knowledgeable candidates from the community (PLHIV/KP) are eligible to apply and will be considered.
• B. Com. or equivalent qualification with experience in finance and accounts
• Expert proficiency in Tally and MS Office
• Able to work independently with minimum supervision
• Self-learner
• Able to work with a team with diversity
• Good documentation skills
• Able to work in strict timelines and extend working hours based on requirements
• Efficiency in solving problems
• Proficiency in English and local language
