Working seamlessly with business line home offices, project sites, customer organizations and suppliers, our teams have delivered more than 125 projects since our inception in 1994.Our offices in Gurgaon, Vadodara and Chennai will grow significantly and sustainably with exciting career opportunities for both professionals and young graduates who are passionate about creating a cleaner, greener, and safer world; building transformational infrastructure; making decarbonization a reality; and protecting people and the environment.Project Overview:Bechtel is seeking to expand its decades long relationship with Reliance by providing Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade / expansion of existing petrochemical facilities in India. Reliance plans to augment its existing petrochemical facilities in Dahej, Gujarat, and Nagothane, Maharashtra, to expand its PVC capacity. The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel's India offices.The positions will be based out of Nagothane.Job Summary:In this role, you will lead purchasing personnel in the performance and completion of project procurement commitments through bidding, evaluation, and award. You will supervise preparation of bidder lists, review bids for accuracy, and recommend bid selections. Your oversight will ensure commitments are accurately represented and that supplier performance meets requirements.Major Responsibilities:

• Supervises assigned personnel on a large sized project in the orderly performance and completion of project procurement commitments through the several steps of bidding, evaluation, and award, in accordance with established policies and procurement procedures
• Supervises preparation and maintenance of project bidder lists, ensuring input is received from all procurement functions and other operational groups
• Reviews commercial bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of suppliers within delegated approval authority
• Ensures all commitments made by subordinate personnel are accurately presented and have proper global business unit approval and signing authorities, as contained in the Procurement Procedures
• Reviews and recommends bid selections that require higher Procurement approval authority
• Executes commitments within delegated signing authority
• Reviews prime contract between customer and Bechtel and makes recommendations to designated manager to ensure appropriate provisions are reflected in the general, special, and pricing conditions of the master Purchasing pro-forma documents
• Develops, monitors, and maintains project master Purchasing pro-forma documents, including legal comments to commercial terms and conditions
• Directs negotiations and prepares proposed negotiating plan in the commitment and resolution of commercial conditions of purchases when such action is agreed as necessary by the designated manager
• Assures that project purchasing of equipment and materials is consistent with Bechtel Directives, Management Instructions, and Supply Chain Governance
• Coordinates Purchasing operations in both the project's control office and support offices to assure compliance with project requirements

Education and Experience Requirements:

• Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience.

Required Knowledge and Skills:

• Knowledge of and experience with large-scale field Procurement operations, particularly as they pertain to operations at temporary operating and jobsite locations, including Purchasing, Traffic and Logistics, Inspection, Expediting and Materials management.
• Experienced in the management or supervision of personnel, including defining tasks, making work assignments, and evaluating performance.
• Knowledge of applicable Construction Standard Work Process Procedures, Bechtel Procurement policy and instructions and global business unit procedures.
