Background




The Food and Agriculture Organization of the United Nations (FAO) is an intergovernmental Organization with more than 192 member countries. Since its inception, FAO has worked to alleviate poverty and hunger by promoting agricultural development, improved nutrition and the pursuit of food security - defined as the access of all people at all times to the food they need for an active and healthy life. Since 2002, the FAO Coordination Office for the West Bank and Gaza Strip (WBGS) has supported the preparation for, and response to, food and agricultural threats and livelihood emergencies in the WBGS through emergency relief, rehabilitation and revitalization of productive capacity. FAO interventions help protect access and entitlements of Palestinian farming households to land, water, services and markets. Such interventions are essential to enhance overall food security, reduce dependency on relief assistance amongst vulnerable Palestinians and contribute to institution building. FAO WBGS has been implementing a Multi-donor Agribusiness Programme (MAP II) titled \xe2\x80\x9cPromoting Market-oriented Investments and Innovations for Sustainable Agri-food System Development\xe2\x80\x9d since December 2022. The programme, which is funded by Denmark, the European Union, Switzerland, and Spain, seeks to enable Palestinian agribusinesses to generate better income, trade and welfare by following and promoting innovative approaches toward more sustainable, market-oriented, competitive and profitable agribusiness. FAO is seeking a highly motivated Value Chain Development Coordinator to lead and coordinate the activities addressing the consultative definition and prioritization of the value chains to be targeted under the MAP II. The Value Chain Development Coordinator will work under the overall supervision of the FAO WBGS Head of Office, the general supervision of the Head of Programme, the direct supervision of the Project Manager, and in close collaboration with other relevant FAO WBGS personnel.




Duties and Responsibilities




The Value Chain Development Coordinator will lead and coordinate the activities addressing the consultative definition and prioritization of the agri-food value chains to be targeted under the MAP II. In particular, s/he will perform the following key functions:
  • lead and coordinate the consultative assessment to identify and diagnose key technical and policy bottlenecks blocking the development of strategic agri-food value chains while capturing their technical, socio-economic and environmental dimensions. This includes facilitating and supporting activities related to organizing progressive consultations with all related actors and stakeholders on the development of strategic agri-food value chains;
  • develop Terms of Reference (ToRs) for the relevant expertise and services to analyse the identified bottlenecks and identify sustainable solutions, support their recruitment and certify their day-to-day delivery and progress;
  • support and participate in the consultative identification of the policy/technical innovative solutions based on the results of the bottlenecks analysis and in consultation with the Climate-smart Innovation Expert and other related staff, experts and partners;
  • support and participate in the identification and mobilization of partners/beneficiaries to be engaged in the implementation of the innovative solutions, providing day-to-day follow-up throughout the implementation;
  • facilitate broader utilization of the results achieved by the innovative solutions, linking them to the wider development prospects for the specific value chain(s) as well as the sector as a whole while engaging all related actors and stakeholders and in collaboration with the Climate-smart Innovation Expert and other related staff and experts;
  • draft a variety of regular and ad-hoc project implementation documents, including but not limited to: minutes of meetings, briefs, updates, technical guidelines, action plans, agreements with partners and beneficiaries, certification reports, progress reports, and other information materials to ensure well-documented progress monitoring and follow-up of the related activities;
  • assist in the documentation of the results, good practices and lessons learned to be disseminated among related actors and stakeholders in line with donor requirements and FAO rules and procedures in a timely manner. This can include field visits, publications and technical and policy papers and dialogues targeting farmers and other value-chain actors, MoA and other governmental actors, NGOs, UN agencies and resource partners;
  • keep well-informed of and mainstream new developments and innovative approaches/solutions in the areas required and actively contribute to the office learning process and corporate knowledge tools in relation to innovative, gender-sensitive and climate-smart solutions and opportunities for Palestinian agribusinesses including female and male youth in the agri-food sector;
  • perform other duties as and when requested.

Required Skills and Experience




Education: A Master\xe2\x80\x99s or a Bachelor\xe2\x80\x99s degree in Developmental Economics, Agribusiness, Agricultural Sciences, Engineering, or other related fields. Experience:
  • At least 4 years (for the Mater\xe2\x80\x99s degree) and 6 years (for the Bachelor\xe2\x80\x99s degree) in the field of agricultural value chain development, agribusiness, crop production, or related fields.
  • Familiarity with the major challenges and opportunities pertinent to the Palestinian agricultural value chain development.
  • Familiarity with the local agri-food inputs and products market.
  • Experience in coordinating and liaising with the national authorities, UN, donors and non-governmental national and international organizations.
Language Requirements: Working knowledge of spoken and written English and Arabic. Other: Excellent reporting and communication skills. Professional skills in standard computer applications.
