:This position is with EAII Advisors, Evidence Action's technical partner in India.Position OverviewJob Title: State Industry ConsultantEmployment Status: ConsultantTerm: 3 monthsPosition Location: Bhopal, Madhya PradeshNumber of positions: 1About the RoleReporting to the Manager, Government Relations, based in Delhi the State Industry Consultant will be based in Bhopal, MP to carry out activities related to source, attract, and vet high quality Implementation Contractors who can scale the program. EAII, Evidence Action's technical partner in India has recently signed the MoU with Madhya Pradesh, Public Health and Engineering Department (PHED) after finishing a pilot. EAII plans to release a Request for Proposals in the next couple months and would like a high-quality Industry Consultant who can ensure that there are high quality, qualified bidders to the RFP. The Implementation Contractor will be responsible for procuring, installing, and maintaining water quality devices across MP.The Industry Consultant will be responsible for generating leads on high quality bidders to this RFP by engaging with current and past MP, PHED and Jal Nigam government officials at state and district levels and engaging with private contractors and local agencies who have executed rural water projects in the state.Roles & Responsibilities of the position Generate leads of high-quality bidders for application to RFP release for ILC Scale up through secondary and primary research, meetings with private players, government officials and local agencies in MP Inform strategy about which types of vendors are targeted, providing critical input into vendor suitability for the contract as well as likely interest Engagement with government officials, private players and local agencies to onboard them on technical criteria and guidelines for RFP application Build work plan, maintain tracker and dashboard of high-quality leads of Implementation Contractors Analyze and synthesize data and report on leads to the EAII national team, clearly documenting all engagement and interactions Build program related collaterals and technical documentation for pitch to Implementation Contractors in the state Proactively identify potential bottlenecks and areas of contingency in identifying high quality Implementation Contractors Support technology, vendor, and private sector market landscape mapping across the range of contractors required for programmatic success in Madhya Pradesh Serve as a program subject matter expert until more technical teammates come onboard. Lead the event management private player conferences on developing ILC based contractors in Madhya PradeshRequirements:Essential Qualifications, Experience, and Competencies B.Plan/B.Tech degree in Mechanical/Industrial/Civil field/ with at least 5-8 years of working experience in rural/urban infrastructural projects with government departments MBA/Master's degree/PG Diploma in business management/communications is preferred Expert knowledge of local civil engineering/water infrastructure firms in Madhya Pradesh is preferred Experience directly engaging with government officials in Madhya Pradesh in health and/or rural water departments; Experience conducting data analysis using Excel or similar tools; Experience with using Google Sheets, Docs and Slides Well-versed in technical aspects of field projects (e.g. machinery, piping system etc.) Excellent spoken and written English & Hindi knowledge is necessary.
