This position is with EAII Advisors, Evidence Action's technical partner in India.Position OverviewJob Title: Senior Officer, Program Management Unit (PMU) MLE Plan DevelopmentEmployment Status: Regular Full TimePosition Location: New DelhiAbout the PositionSenior Officer, Program Management Unit (PMU) MLE Plan Development will report to the Deputy Director MLE based at Delhi. The Senior Officer, PMU-MLE Plan Development, will be supporting the Deputy Director MLE in the successful design and rollout of initiatives for the India Safe Water program in new states. As the program portfolio expands, Senior Officer, PMU-MLE Plan Development will contribute to exploring and implementing innovative ways of operating at scale with use of technology.The position will conduct data analysis from various primary and secondary data sources and assist in the planning, implementation and management of data collection and analysis of various research and surveys. Senior Officer, PMU-MLE Plan Development will be involved in other MLE initiatives and will be required to support delivering projects within an agreed timeline and high-quality outputs.The Senior Officer, PMU- MLE Plan Development will be required to travel to state-based programs for about 20% of the time. Travel is primarily during business days, while occasional weekend engagements may be expected.Responsibilities

  • Occasionally represent Evidence Action and EAII Advisors Private Limited in engagements with central and state Jal Jeevan Mission representatives, state departments of water, NGO partners, suppliers, manufacturers, and others;
  • Identify and track key metrics to monitor government progress towards Safe Water goals
  • Analyze and synthesize quantitative and qualitative data received from pilot and program sites to develop meaningful, actionable insights to be communicated.
  • Draft content requested by national and state governments, e.g. research briefs.
  • Working closely with the PMU unit to ensure the effective planning and implementation of the strategic initiatives.
Assisting Deputy Director MLE in the effective implementation of program monitoring, including training and independent monitoring in states. * Documentation of all data management and analysis processes as needed.
  • Working on data validation to prepare it for further analysis as per guidelines developed.
  • Collaborating with India Safe Water team and EAII teams in identifying literature and sources of data and reports.
  • Preparation and review of annual work plans for the new initiatives in the select states;
  • Preparation and compilation of reports (monthly, quarterly and annual) with state offices for internal use and reporting to JJM, global office and donors as appropriate;
  • Documentation of lessons learned and potential best practices from field activities under the M&E new initiatives in coordination with state teams and others as appropriate;
RequirementsEssential Qualifications, Experience, and CompetenciesEssential
  • This position is open to Graduates, with a background in any of these areas: statistics, econometrics, health economics, demography, operations research, public health, or related fields.
  • At least 5 years of work experience in M&E related areas. Work experience in reputed academic or research/survey organizations will be viewed favorably.
  • Prior experience with mobile or CAPI based surveys are highly preferred;
  • Strong analytical skills having experience in using advanced level of MS-Excel is required;
  • Fluency in written and spoken English and Hindi.
  • Highly motivated to achieve exceptional quality of data processes and results, and the ability to manage multiple tasks simultaneously.
  • Strong project management skills and strict adherence to deadlines.
  • Strong interpersonal skills and ability to establish and maintain effective partnerships and working relations with people in a multicultural environment with sensitivity and respect for diversity;
Ability to communicate effectively and assertively with people at all levels of the organization. * Strong interest in social programs and desire to be a part of a young and diverse team.
  • Strong communication skills (oral and written). Ability to communicate effectively with people at all levels of the organization;
  • Prepared to travel to India to support government engagements, programs, and other requirements as necessary, up to 20% travel;
Desirables
  • Work experience in reputed organizations will be viewed favorably.
  • Experience of developing, managing MIS, dashboard and online applications through professional agencies in the WASH/Water/Development sector;
  • Experience in online data collection tools-ODK, Kobo collect or similar other platforms will be preferred;
  • Knowledge of Stata/SPSS and/or programming experience will be viewed favorably;
  • Experience working directly with government bodies and institutions;
