For more information on ITS, see this video:https://www.youtube.com/watch?reload=9&v=VTFGffa1Y7wFinance Complex ITS (ITSFI) is responsible for providing high quality, streamlined information and technology solutions for the Bank Group's Financial services, which include Corporate Finance, Risk Management, Controls, Treasury, Loans, Accounting, and Concessional finance (managing donor contributions from inception to the point of final disbursement, including IDA, Financial Intermediary Funds and Trust Funds). ITSFI is additionally responsible for building on a shared platform that provides scale, leverage, reliability, and control and improves responsiveness to emerging business needs.The Finance Complex Financial Technology unit supporting Treasury Systems (ITSTR) provides highly specialized technology services to all business lines within Treasury. The World Bank Treasury (Treasury) provides asset management, banking and debt management, and capital markets services to the International Bank for Reconstruction and Development (IBRD) and its affiliates and member countries, and to other official-sector institutions. Treasury also carries out extensive collaborations with finance officials of member countries and their agencies with the objective of building members' capacity in public wealth and debt management. The scale of these activities is substantial: Treasury currently manages an annual funding program of US$60 to 70 billion through debt issuances of IBRD and IDA. Treasury leads a global team of capital markets professionals in the prudent management of US$200 billion debt portfolio; US$170 billion asset portfolio being managed for the World Bank Group and over 70 clients.The group comprises approximately 60 staff and consultants, located at World Bank headquarters and in Chennai, India. ITSTR supports financial applications and technology infrastructure in areas includinginvestment, liquidity, funding, and asset-liability management. Using existing staff as benchmark, it has been observed that the level of maturity required for this type of work (IT Officer, Data and Information Management) is more frequently found in candidates having a minimum 8-10 years of relevant experience. However, the quality of the candidate's work experience carries considerable weight in the selection process.Roles and Responsibilities:

  • Assume role of independent contributor IT professional, responsible for the unit's data and analytics platform, utilizing modern and cloud / hybrid tools sets, adhering to agile methodologies. Such tools and skill sets include (not limited to) Azure, AWS data Confidential offerings, Data Virtualization, Data Pipelines, Data Engineering, AI acceleration products, Data Science, hand-on programming skills with Python, R.
  • The candidate should have strong background with design of data models, data architecture, data quality, data pipelines and RDBMS, Data Lakes with effective acquisition, integration, management, and communication of data; mentors less experienced staff on their technical and professional development contributing to the implementation, maintenance, and operation of business-critical financial applications supporting the World Bank's Treasury Investment and Capital Markets lines of business.This includes applications that perform trade capture, settlement, accounting, valuation,quantitative analysis, market data capture, SWIFT messaging, collateral management.
  • Identifies user requirements, implements data integration, data management, set up databases, and test and coordinate modifications to the systems.
  • Maintains a consistent view of enterprise data definitions and vocabularies to ensure consistency in process and quality.
  • Applies data analysis, data modeling, and quality assurance techniques to establish, modify, and maintain data structures and associated components.
  • Build the infrastructure required for optimal extraction, transformation, and loading of data from a wide variety of data sources using SQL and Cloud 'big data' technologies
  • Develops and recommends architecture designs on AWS, AZURE and Oracle Cloud (OCI) for data platforms
  • Work with Cloud Infrastructure Teams, Data Engineers, Network Admins, et al to oversee deployment, configuration, testing, operation, renewal, etc. of supporting IT infrastructure.
  • Build analytics tools that utilize the data pipeline to provide actionable insights into customer acquisition, operational efficiency, and other key business performance metrics.
  • Develops and recommends architecture framework based on the logical data model for operational stores, data marts, and content management stores.
  • Promotes the reuse of existing data objects and entities across the enterprise to reduce cost and meet business requirements.
  • Drives consistent standards for data management, and analysis tools and techniques to advise on the applications development process and to ensure compliance requirements are met for both structured and unstructured data.
  • Provides technical guidance and mentorship to team members, staff and contractors.
  • Manage the technical design and/or serve as the project manager for small to medium sized projects or contribute to the technical design of large sized projects
  • Coordinate with vendors and consultants, overseeing their deliverables to ensure that they satisfy requirements and meet World Bank standards Confidential
  • Conducts complete diagnosis and troubleshooting of most data management problems independently, factoring in a strong understanding of the applications and data architecture.
  • Contributes to the identification of data design options to meet business requirements for large and complex initiatives spanning multiple applications.
  • Work with the Information Security Team to satisfy its requirements/recommendations and support related security testing.

Selection Criteria
  • Bachelor's degree, majoring in Computer Science/Information Systems, with a minimum of 10 years relevant experience using current technologies is a must.
  • Demonstrated interest in and understanding of the Bank Group's work and objectives. External candidates must at a minimum be familiar with the mission and objectives of the World Bank Group is a must.
  • Ability to independently manage large, complex deliverables in an environment of shifting priorities. Willingness to challenge assumptions and rigorously debate ideas.
  • Identify, design, and implement internal process improvements automating manual processes, optimizing data delivery, re-designing infrastructure for greater scalability, etc.
  • Experience in Treasury Applications domain, Data Engineering & Database domain knowledge is must.
  • Experience in maintaining optimal data pipeline architecture, assemble large, complex data sets that meet functional / non-functional business requirements is a must.
  • Experience in conceptual, logical, and physical design techniques and knowledge to database development and maintenance is a must.
  • Experience and Provide 24/7 Production Environment Support and managing High Availability environments in financial applications is a must.
  • Developer experience of MS SQL Server Database & Oracle Database in SQL & Stored procedure is a must.
  • Knowledge & Experience of cloud technologies Microsoft Azure cloud technologies as specified in the above technology stack and Oracle Cloud Infrastructure (OCI) cloud technologies on Oracle Exadata PaaS Service cloud technologies is a plus
  • Experience in formal methodologies and tools in the analysis, design, and implementation of databases. Interprets logical and physical database schema for business content and relevance. Advises on issues regarding distributed databases in a multi-tier environment
  • SAFe6 Agile methodologies certification is a must.
  • Cloud Certification on Microsoft Azure, Amazon Web Services (AWS) & Oracle Cloud Infrastructure (OCI) service provider is a plus.
  • Experience in documenting and managing issues and actions for development projects and support activities.
  • Self-starter able to provide creative, effective ways of overcoming project management and execution challenges.
  • Proven ability to contribute to projects with some guidance; capacity to work both independently and in a team; and a willingness to seek advice and assistance.
  • Sound theoretical and/or applied knowledge of archives database and information management systems.
  • Excellent communication (oral & written) and collaboration skills. Proven conceptual, analytical, and judgmental skills.
