Program ManagerProject Management Office (PMO )Service:The purpose of the Project Management Office service is to ensure all projects are planned, coordinated, managed and reported in a consistent, effective and cost-efficient way utilizing clients project management processes.PjMO reporting at an account level shall allow a seamless roll up and utilization of clients project management tool. In addition to managing projects within the appropriate tool, information such as project resourcing, risks, issues, process deficiencies and improvements and close out reports will also be provided.All approved projects falling into the Service provider PjMO remit are to be overseen for compliance with applicable requirements, strategies, policies, and clients Design Standards & Guidelines (Note: this should also include alignment of scope, sourcing and design to the specific site and location requirements). Where appropriate, input shall be obtained from the Workplace Effectiveness Team to ensure all best practices and updates are incorporated into the project management execution.The Service providers PjMO must stay connected and communicate with the Portfolio Managers, Operations Managers and RE&F Platform Teams to ensure all projects are evaluated collectively to ensure potential synergies are considered and to avoid duplication or unnecessary activities.The PjMO will also review all projects with the Portfolio Managers and where requested provide facilities condition, asset condition and landlord relationship input to support upcoming lease negotiations.The PjMO will bring added value through:Improving budget forecasting/estimating accuracy across the applicable geographies Determining the most efficient and effective approach to project management i.e., third party verses dedicated self-delivery or variable project managers through consideration of capability, competence and resource capacity. Strategic Relationship Satisfaction: Improving the overall health and direction of the PjMO relationship with all key stakeholders. Progress on Key Initiatives: Increased satisfaction on the progress related to timing and pace towards achieving improvements across the entire program. This measure addresses improvement efforts which are formalized in the annual goal setting and quarterly business review cycle. Example improvement initiatives can include cost savings and productivity efforts, coordination efforts with related functions like funding requests, improvements in specific elements of service like reporting or cycle time reductions, workplace utilization, effectiveness and experience.Connections - It is essential that the PjMO coordinate with Building and Technical Services Team coordinate to ensure all replacement projects are planned for, funded and completed in a timely manner and all changes to assets are reflected in an update to the asset register. The PjMO must also ensure a continuous improvement process with all relevant stakeholders (Building and Technical Services Team, Project Managers, Workplace Effectiveness, Experience and Services Teams, and Onsite Building Teams - Operators/Ambassadors).Outcomes:1Clients\' portfolio of projects coordinated and managed so that all projects are completed in accordance with applicable requirements, strategies, policies, clients Design Standards & Guidelines and drawing requirements2A central point of contact is in place and accountable for all project related issues.3All relevant project data is accurate, up to date and managed within clients project management tool4Project priorities are established, and resources are allocated in the most efficient way, maximizing resource effectiveness and efficiency (reducing PM idle time)5Individual projects overseen for consistency of management, adherence to clients project management process and execution.6Project manager training and onboarding to clients project management requirements is provided7Change Management Platform and communications management best practices incorporated for use with end users so that projects succeed8All projects are monitored and audited to ensure performance to scope, schedule and budget are accurately represented and that business and stakeholder project performance feedback is obtained and actioned accordingly.9Timely and appropriate account level project-related communications to Stakeholders including consolidated monthly project status reports10Project-related cost management information is provided to support the project evaluation and approval process11A repository of project plan templates and project planning and execution best practices is available, current and shared with Project Managers. A closed loop Governance mechanism in place validating adoption of best practices and tools.12A consistent and industry best practice approach to client-side Program Management, utilizing suitably qualified resources with appropriate strategic, analytical and customer-facing skills13All projects are monitored for adherence to clients Design Standards & Guidelines and other relevant standards. All changes to design guidelines and standards are communicated to project managers to ensure they are referencing current materials14The 5-10-year LCR plan is issued along with the recommended project list for the forthcoming 12-month period in line with clients internal financial planning and approval time horizon.15On completion of asset replacement projects, feedback is provided to the Building and Technical Services Team to amend / update the CMMS, LCR model/Asset Appraisal and FCI data accordingly16Client Global Security Team is consulted prior to project execution to ensure coordination and avoid duplication of works and scope.17Clients Toll Gate process is followed, and any exceptions or deviations are approved by RE&F18All projects follow the appropriate level of project management process steps (i.e., dependent on the project complexity)Activities:Serve as the central point of contact and accountability for all project-related issues within scope, including those funded globally, from a business group or RE&F budget. Ensure all project managers are aware of, trained on and follow clients Stage Gate process. Review each project with the assigned project manager to agree the extent to which the project management process steps are to be followed (the intent being to appropriately balance adherence to project management process steps to the project). Ensure all projects and designed and built following the clients Design Standards & Guidelines and are appropriate to the site and location requirements and standards. Consult with the Building and Technical Services Team to obtain the latest Life Cycle Renewal Program & Facilities Condition Index (FCI) report and update the 5-10-year LCR plan and issue the recommended project list for the forthcoming 12-month period for approval by client. Note: The LCR Financial Planning process must align with client internal financial planning and approval time horizon. Determine all approved asset replacement and building and infrastructure projects that fall under the responsibility of Service provider to manage by following the agreed project evaluation process. Upon completion of the asset replacement or building and infrastructure project, inform the Building and Technical Services Team and provide all relevant information so that the LCR and CMMS tools / systems are updated following the replacement or refurbishment of assets. Establish project priorities, allocate project resources and maintain a project pipeline so that projects can be pulled in where capacity exists, or projects get cancelled or deferred. Coordinate and oversee key individual projects along a critical path and perform oversight of project proposals and implementations. Provision of training and onboarding for project managers where projects are not managed by local teams due to availability, capability or project complexity. Ensure change management and communications management best practices are incorporated into the individual projects being delivered. Monitor and audit project progress at an account level, Ensure that the various elements of projects are tightly integrated and consistently deployed. Provide timely and appropriate project-related communications to Stakeholders. The communications plan must be agreed in advance of project commencement.Provide project-related cost management, including:Provide resource planning to determine what resources (e.g., people, equipment, materials) and what quantities of each should be used to perform various project activities.Provide project cost estimating to develop an estimate of the costs of the resources required to complete project management activities.Provide project cost budgeting.Provide project cost control by controlling changes to project budgets.Create a repository of project plan templates and project planning and execution best practices and audit for adherence to all applicable guidelines and standards. Review the Real Estate strategic plan, financial plan and Integrator project pipeline to ensure coordination and handoff of relevant scope. Ensure project planning schedule incorporates sufficient time for funding requests and kickoff off process consistent with expectations and forecasts.Monitor the status and proactively drive the project planning cycle to keep the routing process moving forward.
