#### Job Purpose
The position is to identify the risk associated to the process and ensure all necessary actions are
in place to control and elevate SAFETY requirements by implementing and monitoring compliance of ABG/UTCL Safety standards within the region/cluster with special emphasis on manufacturing,TPP, quarrying and cement logistic operations.
#### Job Context & Major Challenges
Central cluster includes 4 operating integrated plants (Dalla, Bela, Sidhi & Maihar), one non operating Integrated unit (Dalla Super) & two grinding units (Tanda & Bara). Dalla Cement Woks & Dalla Super Cement Works has clinker manufacturing capacity of 2.00 MTPA (Line-1: 1500 TPD Line-2: 4500 TPD) and 2.01 MTPA (Line -3: 6000 TPD) respectively and cement capacity of 0.5 MTPA with one 27 MW Captive Power Plant. Bela Cement Works is located 220 km from Jabalpur and 18 Km for Rewa Madhya Pradesh, around 06 kms from National Highway No 7 & 30. It has a cement manufacturing capacity of 2.6 MTPA and clinker capacity of 2.1MTPA. Bela plant is 6700 TPD, 6 Stage 2 String, SLC pre-heater plant which is engineered, manufactured and supplied by M/s Larsen and Toubro Limited (FLS) and commissioned in the year of 1996. The original capacity of this plant was 4500 TPD, and in the year 2003 it was upgraded to 6700 TPD. The unit has cement grinding capacity as well as clinker export facility. Sidhi Cement Works is located 250 km from Jabalpur & 35 Km from Rewa Madhya Pradesh, around 24 km, North-West (NW) from National Highway No. 7 & around 2.3 km, East (E) from NH-75. It has a cement manufacturing capacity of 3.5 MTPA and clinker capacity of 3.0 MTPA. The first unit was supplied by L&T (SLC KILN -4500 TPD) and was successfully commissioned in January 2009. The Second unit was supplied by FL SMIDTH (ILC KILN - 5000 TPD) and was also successfully commissioned in January 2013. The jobholder is responsible for smooth functioning of the Unit Head cell and assisting President in all technical/commercial / project / HR / Mines matters, cost reduction, manpower rationalisation, budget Planning & Control, Strategy formulation, plant operation & Project & Challenges for all eastern cluster units: Monitor & Control all unit performance parameters as per budget. Co-ordination & follow up to meet the production & despatch targets. Strengthening MIS Monitoring and follow up of projects activities so as to complete with in time frame and without cost overrun. Identify breakthrough projects.
Sustaining and elevating the current level of safety standard in cluster units to next level with Goal
of Zero LWCs in respective cluter. Guiding, monitoring implementation of ABG/UTCL standards,
procedure, guidelines and other communication from corporate Safety/Board level committees.
Major Challenges : Effective implementation of standard requirements consistently in all Cluster
units during all normal and abnormal situation like shutdowns, breakdowns, project
implementation, increase in production etc. Influencing COO/UH/GUH for scaling up safety efforts

KRA1 Working towards Zero harm. Reduction in incidents at unit through effective incident reporting, investigation and learning from the
incidents. a) Incident 100% reporting and investigation monitoring as per UTCL standards
b) Discuss Safety Alerts with Cluster Head ? Mfg and Recommendation tracking of cluster incidents and RCN/BCN incidents
c) Driving mechanism for the planning and undertaking corrective action to avoid repetitive accidents on the basis of Safety alerts
d) Immediately visits to the concern Unit to
support/participate incident investigations, root-cause analysis, follow-up, and closure of action items
KRA2 Implementation of standard/procedure/Guidelines in all cluster unit a) Monitoring of standard implementation through unit S&P subcommittees.
b) Attends the Cluster/Unit Safety / sub committee
Meetings and contributes towards overall improvements in Safety during visits.
c) Monitoring effectiveness of Apex / Sub-committees across the cluster in line with corporate guidelines. Ensuring cross Cluster/Unit learning takes place.
d) Undertaking Safety training workshops and responsible for organizing, scheduling and nominating individuals for workshops.
e) Monitoring effectiveness of internal training of unit
f) Works with Unit Safety Heads for timely and successful implementation of various training and awareness for all own & third party contractors with an aim of meeting the corporate requirements.
KRA3 Performance of Cluster and attached
unit as per SPSA/Third party/Surprise
Audits a) Monitoring unit FPSA as per schedule and tracking compliance of Corrective and preventive actions.
b) Conducting independent Audit periodically in units
c) Support for timely conduct of Internal/2nd Party/3rd Party audits with co-ordination from Units and drive for closure of findings.
KRA4 Implementation on new Engineering
Solution/control measures a) Suggesting and follow up for new enginnering solution across cluster
b) Facilating unit in budget proposal
c) Demonstrations or hands-on instruction and outlines on Safety instructions for safe operation of Units to avoid incidents, illness and injuries.
d) Ensure 100% implementation of Good Safety Practices as applicable
KRA5 Sustaining safety through cultural
change a) Effective implementation of SO at Cluster, monitoring frequency and quality
b) Being visible in workplace; upholds standards of performance and behaviour by ?don?t walk by?
c) Ensure planning and recording of COO Safety
Observations
KRA6 Legal compliance a) Interpret and apply applicable laws, codes, regulations and guidelines as per local legislations.
b) Monitor compliance of Legal requirement for Plant and TPP
KRA7 Managing Risk and ensuring safe
work execution a) Assess risk & hazards at IU/Terminal/ GU and make effective recommendations for action and correction, monitor and report performance
b) Periodic visits to different locations to work with site teams in improving their working condition and safe working procedure. Focus on high risk activities, shutdowns, projects etc
c) Coordinating & conducting Gap Analysis, Risk
Assessment and Developing Actions Plan & Following up in accordance to ABG/UTCL Standard
d) Reviewing of RA?s (risk assessments), control
measures, operating procedures (SOP/SMP) and
overseeing how the safeguards are worked out and its impact on the operations.
KRA8 Support to Leadership at Cluster and
Corporate a) Managing periodical cluster safety meetings
b) Support concern Cluster Heads-Mfg for ensuring
execution of agreed actions from OH&S Board meetings and devise mechanism to avoid overdue.
c) Performs other duties as assigned by the corporate safety teams in consultation with Cluster Head-Mfg.
d) Work closely with Cluster Head-Mfg and Corporate Safety Head towards implementation of annual Safety Improvement Action Plan and provides updates on any roadblocks, resolve issues if any.
e) Support Units for timely preparation of reports
complying with ABG/UTCL and statutory requirements
f) Facilitate Cluster Head for statutory compliances to applicable acts and rules of Safety.
g) Reviewing status of concern Unit Safety Improvement Plan with Unit Heads under the cluster at regular interval and providing feedback to Cluster Head-Mfg and Corporate Head-Safety .
h) Support Corporate Safety Head for implementing
strategic initiatives and becoming a channel from corporate to Clusters to Units.
i) Partner with corporate Safety team to implement new ideas in the Units based on various hierarchies of controls aiming reduction/elimination of incidents.
j) Participate in all Corporate SAFETY led reviews for the Cluster along with MCH and supporting the Cluster to achieve the requirements.
