Fluor, together with its joint-venture partner AECOM, has been awarded a four-year program delivery support services contract for the California High-Speed Rail program by the California High-Speed Rail Authority, to provide program delivery and program management services to support one of the largest planned infrastructure projects in the U.S. The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California\'s Central Valley. This individual shall assist in the management of the Consultant team who are responsible for the planning, procurement, design, integration, construction, contract management and budget management for the high-speed rail program. This individual shall assist leading Consultant staff in support of the development and implementation of the Authority\'s construction projects through all project phases. This individual shall be a leader in the PDS team and provide guidance and oversight to multiple teams working on numerous products. This individual shall have the ability to think strategically and have a long- range goal in mind. The purpose of this position is to perform the essential project management job duties and functions as listed below with the overall objective of establishing an execution framework on the project that complies with the contract and ensures the safety, quality, value, timeliness, and Fluor profitability of the completed project. This position performs all project management responsibilities on medium to large d and moderate to high risk engineering, procurement, fabrication, and construction/construction management (EPFC/CM) projects. This position may also be assigned responsibility for a substantial area of a mega project. When acting in the role of a Proposal Manager, this position is responsible for managing completion of technical and commercial proposals, providing project planning, means and methods of project execution and strategy, schedule preparation, cost estimating, and Project Execution and Commercial Execution Strategy. . Ensure Health, Safety and Environmental (HSE) is emphad throughout all phases of the project . Ensure execution of all aspects of the project in accordance with contractual obligations, Fluor\'s Operating System Requirements (OSR) and the relevant Operating System Implementation Plan (OSIP) . Ensure full compliance with Fluor prime contract with regard to client reporting, notifications, project system start-up and close-out requirements . Establish the project baseline (as defined in the OSR), and ensure that it is fully documented, updated throughout all project phases, and appropriately communicated to Fluor project team . Deliver the project in accordance with the project execution and commercial baselines . Other duties as assigned Provide overall direction and oversight of design and construction matters for the construction package and support coordination with cross-functional units Manage the Work Breakdown Structure for all design and construction deliverables, provide that they comply with quality standards, meet budget and schedule Provide awareness and guidance to the Regional Director and Chief Engineer in the assessment of technical and management design and construction issues, provide proposed responses to each of them and help with carrying out action plans Provide leadership and direction to the various design and construction consultant staff, including Design Construction Manager and Project and Construction Management service contractors Lead the implementation and provide compliance of consultants and contractors with the Authority\'s policies, procedures, safety, and quality systems Assist in communications with federal, state and local officials and stakeholders on program matters, and the resolution of program issues Basic Job Requirements This position requires the employee to work in-person in Sacramento, CA . Current California PE License . Bachelor\'s Degree in Civil Engineering, Construction Management, or a similar, relevant discipline . At least twenty years of experience in managing the construction of large transportation infrastructure projects in positions of increasing responsibility, including extensive experience in the delivery of design-build projects . Proven ability to work with a wide range of disciplines connected with the successful completion of projects . Excellent communication skills, both orally and written, including written reports and summaries, and presentations to the Authority directorate . Ability to achieve agreement and collaboration without formal authority over all project participants . Preference will be given to applicants with recent, prior experience working on major projects for the state of California or its agencies Employment authorization to work in the United States immediately Preferred Qualifications . Jobsite experience and understanding of the construction safety program . Minimum of twelve (12) years of relevant experience in engineering, procurement, fabrication, and construction/construction management (EPFC/CM) project management . Project or area management experience in international locations and diverse cultural environments is recommended . Demonstration of successful performance as project manager on a minimum of two (2) medium to large-d projects or multiple project assignments in a significant role on large to very large-d EPFC/CM projects . Completion of all required in-house project management courses in addition to courses obtained from a university or other qualified sources . Good knowledge and experience in project design, engineering, procurement, material management, construction, commissioning, start-up, turnover work processes, sequencing, and interfaces . Project Controls and Finance including an understanding of: - Scheduling (including manpower loading) - Progress measurement - Risk assessment and management - Code of accounts - Work breakdown structure - Change management - Cost control - Estimating process and planning - Global Pricing Model (GPM), Project Status Review (PSR) and Project Margin Analysis, Report (PMAR) development and reporting . General understanding of contract law and when to engage legal . Regulatory requirements including permitting . Understanding of project funding . Experience of multiple commercial executions structures including Lump Sum/Reimbursable/Guaranteed Maximum price (Gmax) .
