Government of UP has been very progressive in strengthening their planning capacity for Air Quality Management, while improving and evolving their Clean Air Action Plans (CAAPs) for 17 non-attainment cities (NACs). With better understanding of air pollution sources, UP is now moving towards an integrated air-shed approach that will involve planning across the severely polluted India Gangetic Plain (IGP) region. This effort is being supported by the World Bank through development of tailored air quality planning tools for the region to also provide an evidence base for dialogues with UP-s neighbouring states for reducing air pollution across the region most cost-effectively. In this regard, Department of Environment, Government of Uttar Pradesh has sought support from TERI for knowledge and technical assistance to strengthen systems for state airshed management. This grant will support TERI for establishment of a Strategic and Policy Advisory unit to support the Clean Air Management Program, providing strategic guidance and technical assistance for effective funds utilization and results delivery of UP-CAMP to tackle the air pollution in the region.
The Expert shall be stationed at Department of Environment, Government of UP and shall report to Director of UP CAMP Working Group to provide necessary support sectoral and implementation support to strengthen systems for airshed management and contribute to implementation of selected priority measures to reduce air pollution under Uttar Pradesh-s Clean Air Action Plan.
The Expert is expected to perform the following duties: 1. Liaise with relevant state department and collate information for designing and implementation of sector specific interventions for the following: a. Reducing pollution generated from biomass-based household cooking b. Reducing air pollution from transport sector c. Improved agriculture practices for urea use efficiency d. Increased volume of livestock manure management e. Promoting Cleaner Technology in MSMEs 2. Conduct field visit for to collect field insights and summaries learnings in reports and presentation format. 3. The Experts shall provide regular update to UP CAMP Project Manager at TERI. 4. Provide continuous sectoral inputs in design project implementation and monitoring framework 5. Provide inputs development of IT-enabled dashboard for pollution monitoring and tracking of AQ sector actions developed 6. Write reports, and prepare presentations as per the requirement of the project.

Qualification
Education: Master in Environment Science, Agriculture or Related Subject Experience: minimum 4-5 Years of sector specific experience in Transport, Agriculture, Industry (MSME), Household Cooking and Heating (Biomass Burning), and Waste. Prior experience of designing air quality management measures is an added advantage.

Proficient in MS Office (Excel, Word and Power point)
Strong communication skills, both verbal and written; fluent in English and Hindi. S/he should be able to communicate results and technical issues in a professional manner
