Purpose



The Sustainable Mobility team at CEEW is looking for a Consultant to join our dynamic team, dedicated to transforming road transport. Our focus spans 2 and 3 wheelers to cars, buses, and medium and heavy-duty trucks. The Decision Analytics Consultant will support a range of analytical tasks focusing on: i) optimizing the sizing and siting of EV charging (and hydrogen refueling) infrastructure along national highways; and ii) developing a methodological framework to quantify city-wide vehicular greenhouse gas (GHG) emissions based on micro-level classified vehicle counts.



This position requires a strategic thinker with strong analytical skills and the ability to apply complex methodologies to real-world infrastructure and environmental challenges. The candidate should be adept at handling large datasets and using advanced statistical techniques and machine learning algorithms to extract meaningful insights. A deep understanding of optimization algorithms and multi-criteria/objective decision making (MCDM/MODM) is essential, as is the ability to integrate diverse data sources to inform evidence-based policy making.


Job Duties and Accountabilities

Highway Corridor Charging (Refueling) Infrastructure Planning:



The objective of this task is to determine the ideal size and placement of EV charging and hydrogen refueling stations. In this role, you will utilize MCDM/MODM, mathematical programming, scenario analysis, and sector coupling dynamics to effectively integrate renewable energy sources on major national highway corridor(s) as a case study. This entails reviewing, compiling, collating and harmonizing state/central government/nodal agency statistics; vehicular traffic, fleet composition, commodity flows and toll transactions; locational intelligence; identify, screen and rank candidate sites and corridors using MCDM/MODM; develop optimization models s.t. operational, network, supply-demand, techno-economic, environmental considerations; and sensitivity analysis


Mobile Source GHG Inventorying:



Using traffic count data and local/city plans (mobility, logistics, traffic and transportation and EV transition etc.), the consultant will develop an advanced analytical framework to quantify and model vehicular greenhouse gas (GHG) emissions. This framework will leverage statistical techniques, machine learning, and predictive analysis for determining GHG contributions from various vehicle segments--2/3W, cars, light commercial vehicles (LCVs), and medium and heavy-duty (MHDVs) whilst considering vehicle attributes--fuel type, vehicle age, class/category, and engine cc and spatio-temporal variations and driving conditions--peak/off-peak hours, and weekdays/weekends. Furthermore, implications of travel demand management, performance standards, e-mobility transition and vehicle scrappage, given a set of technology, market, and policy scenarios, must be evaluated.


Desk Research and Project Management Unit (PMU) Support:


• Advocate for policies that align with environmental goals and organizational objectives, using a deep understanding of the regulatory and political landscape.
• To generate knowledge content - peer reviewed publications, reports/briefs and blogs
• Assist the team in generating snackable insights and compelling data visuals for the organisation's social media platforms.
• Effectively communicating complex information to a variety of audiences, including policymakers, technical staff, and the general public
• Support specific projects and overall activity planning related to EV transition and sustainable mobility research. Facilitate collaboration and integration of efforts across teams.
• Actively engage with key stakeholders, including government agencies, industry partners, environmental groups, and the community, to gather insights and build relationships.

Selection Criteria

Qualification


• Advanced degree (Master's or PhD) in science & engineering--civil, environmental, mechanical, electrical, industrial, energy and related disciplines. Specialization in operations research, computational statistics or mathematical programming required.


Work experience


• 1- 2+ years of relevant experience.


Key skills


• MIntermediate to preferably advance quantitative, EDA and statistical modelling skills (e.g., SPSS, STATA, SAS etc.)
• Demonstrable experience with mathematical programming (linear, non-linear, mixed integer, dynamic etc.) & optimization studio packages (GAMS, AMPL, ILOG CPLEX etc.)
• Applied knowledge of multi-criteria and multi-objective decision making techniques.
• Data manipulation & wrangling, visualization, machine/deep learning algorithms and predictive modeling (R, Python, MATLAB etc.).
• GIS software experience (e.g., QGIS, ArcGIS) is highly desirable
• Proficiency in using MS Excel is a must
• Must have strong research skills - capability to carry out literature review is a key requisite.
• Excellent communication and interpersonal skills.
• Willingness to work on multi-disciplinary projects.
• Ability to think on your feet for solving complex and evolving problems in mobility.


Additional Considerations



Background and experience in one or more of the following sub-themes is a plus:


• Comparative techno-economic assessments of different powertrains (ICE, hybrids and EVs--battery and hydrogen fuel cell)
• Charging (refueling) infrastructure demand assessment, levelized costing, business models and value proposition.
• Domestic and international landscape of EV policy frameworks.
• Scraping, extracting, collating and organizing web-based information (e.g., Selenium, BeautifulSoup, HTML, CSS, Javascript)
