Job Objective
The job holder will be part of the CBMC team with responsibility in design, implementation and monitoring of various Capacity Building activities for the NeGD.
The role would include responsibility in areas like design and management of Capacity building processes, systems and other administrative functions for e-Governance Capacity Building of Government employees, developing and implementing capacity building and change management initiatives.
The Job Holder will assist the Head CBMC to position NeGD as a performance focused organization by driving role clarity and accountability across the organization.
Primary Responsibilities:
Program Management & Monitoring of CB:
Support in the development of adequate Project Monitoring Framework for CB & Components
Manage the Learning Management System (LMS)
Collect progress data on the CB from the implementing agencies
Bring out regular progress assessment reports with qualitative inputs and flagging off any deviations/ issues that would need to be looked into by the higher authorities
Assist in Bringing out comparative analysis and provide assistance in formulating best practices
Prepare reports and circulars for both internal and external distribution on project progress within stipulated timelines
Assist in any other work incidental to the monitoring of CB and Components
Assist vendors and implementing agencies in conceptualization and development of CB initiatives
Provide support to the team with RFE/RFP preparation
Assess and support on any other requirements necessary to kick start the CB Scheme components
Maintain adherence to project timelines and ensure quality of output/ deliverables
Skills :
Change Management:
Support in development and implementation of Change Management Framework/ guidelines for e-Governance initiatives that can be used by the States in developing their individual Change Management Framework in synchronization with national level initiatives.
Develop a generic Change Management Framework for e-Governance initiatives that can be used by the States in developing their individual Change Management Framework in synchronization with national level initiatives.
CB Scheme:
Develop KPIs for the Scheme
Gather all information regarding the implementation of CB Scheme in the country including utilization of allocated budgets, future fund requirements etc.
Qualifications :
Education:
Essential Criteria
Graduation: Any discipline
(BE/B.Tech will be preferable)
Post Graduation: MBA / PGD in HR/Training & Development / Financial Management or MA in Economics
Experience :
5-12 years of experience in Capacity Building/Program Management
Experience of working in a Government set up desirable
PMP/ PMI certification
Proficient in MS Excel, MS Project, PERT-CPM and other Project Management Tools
Experience in Finance and Budgeting ,Procurement
Experience of having implemented change management initiatives is desirable

CB Scheme Appraisal:
Ensure timely appraisal of the Project proposals and project reports and ensure their adherence to the Capacity Building standards and guidelines
Provide assistance to Central Line Ministries and State governments in ensuring alignment of MMPs CB activities and PMU design and staffing to the Capacity Building standards and guidelines
Capacity Building of States/Central Ministries:
Manage and coordinate with various training institute/vendors for delivering the Capacity Building initiatives across all the States/UTs and across Central Line Ministries
Liaise with international training institute/bodies for leveraging best practices in e-Governance Capacity Building
