Overview:
URC leads the USAID Keneya Nieta (also known as the USAID Household and Community Health (HCH) Activity which aims to sustainably reduce maternal, newborn, and child mortality and to increase individual and household adoption of healthy behaviors and demand for and use of health services in the regions of Sikasso, Mopti, and Segou. The five-year Activity is being implemented at the regional, district, and community levels to increase the capacity of Malians to plan, finance, and manage their own health at the individual, household, and community levels across 26 districts in Sikasso, Mopti, and Segou regions. URC is seeking a short-term consultant to support the HCH Activity in the areas of health financing and resource mobilization. The consultant will offer both virtual and in-person support to our Mali-based team.
Deliverables:
  • A comprehensive written assessment of health financing activities, accompanied by an action plan outlining suggested improvements and additional activities;
  • A white paper publication focused on the health financing activities of the project.

Specific Tasks include:
  • Evaluate existing health financing activities implemented under the HCH Activity/Keneya Nieta, offering recommendations to enhance their impact and effectiveness;
  • Provide both virtual and in-person technical assistance (TA) in health financing and resource mobilization for the HCH Activity;
  • Identify opportunities for collaboration between the HCH Activity and USAID Keneya Sinsi Wale, potentially linking community efforts and activities focusing on community-based health insurance programs (i.e. mutuelles) and solidarity funds;
  • Assist the HCH team in developing abstracts and/or publications related to health financing;
  • Review HCH Activity's foundational documents, including annual and quarterly reports, and the FY24 Workplan.

Qualifications:

Required Experience and Qualifications
  • Masters degree or higher in public health, social sciences, finance, or related field, pertinent to global public health;
  • At least 10 years of professional experience in program/project development and implementation in a low- or middle-income country context, preferably with USAID projects;
  • Demonstrated expertise in health financing and resource mobilization, particularly in community health contexts, and a proven ability to strategically contribute to project implementation;
  • Extensive experience in Mali or francophone West Africa, with skills in developing effective cross-cultural and virtual working relationships;
  • Strong leadership capabilities in facilitation and mentorship, including developing staffs technical capacity;
  • Capable of thriving under pressure and adapting to dynamic project demands;
  • Track record of researching, writing, and publishing white papers and scholarly articles in reputable journals, with a deep understanding of academic and professional publication processes;
  • Skilled in evidence-based program implementation and integrating innovative approaches into projects;
  • Exceptional technical writing and oral presentation skills, suitable for diverse professional audiences;
  • Fluent in both English and French.
