Commissioning Representative

B.L. Harbert International is seeking a Commissioning Representative to work on International project sites in various locations overseas. The Commissioning Representative will ensure that the BLHI project team follows a quality assurance process that meets the Owner's requirements. Candidate will act as the primary point of contact for the Owner's third party Commissioning Provider (CxA). This position will report to the corporate Commissioning Manager as well as the on-site Commissioning Manager and Project Engineer.
Responsibilities:
Inspects equipment before it is installed. Checks for damage and conformance with the submittal requirements.
Works with construction team to verify that equipment installation follows the manufacture's recommendations.
Reviews "Pre-Functional Checklists" (PFC) and "Functional Performance Tests" (FPT) (developed by the CxA) for accuracy and safety. After these PFC/FPT have by evaluated by the equipment manufacture and the construction team, issues them to the project team for use.
Develops Start-Up and Energization schedules and procedures for all equipment on site.
Verifies that the PFC and the manufacture's "Start-Up Checklist" are both completed during the equipment start-up and that these documents are submitted to the Owner, immediately following energization.
Develops a Maintenance Plan to ensure that equipment is properly maintained prior to turning the equipment over to the Owner.
Schedules Functional Performance Tests to be performed by BLHI in the presence of the CxA.
Collects Operations and Maintenance (O&M) information and develops a "Systems Manual" that will allow the Owner to continuously commission the facility through the entire building life cycle.
Develops a Training Plan to ensure that the Owner's Facility Maintenance Staff can properly operate the new facility.
Works with the CxA to ensure that deficiencies are identified in the "Commissioning Action List" (CAL). Ensures that the issues on the CAL are being addressed in a timely manner.
Requirements:
Minimum high school diploma/GED, plus 12 years' directly related experience required or Bachelor's degree in Construction or Engineering plus seven years' experience
Proficiency in Microsoft Office Suite (Word, Excel, Power Point)
Fluent in English (both spoken and written).
Knowledge, Skills and Abilities:
Good people skills and the ability to work with people at all levels within the company
Ability to perform at a high level under minimal supervision
Ability to multitask
Ability to lead and motivate in a variety of different situations
Detailed understanding of construction processes
Work Environment:
Physical Demands: Some light lifting may be required (50 lbs), walking, standing, sitting, keyboarding, writing and reading.
Environmental Conditions: Some work performed in a controlled indoor environment as well as frequent time spent on the jobsite subject to New Delhi weather conditions.
