Job Responsibilities :

.
  • Preparation of Expression of Interest (EOI) for prequalification of Bidders.
  • Monitor the responses of EOI.
  • Follow up with the prospective vendors for submitting Responses of EOI.
  • Coordinating with project teams for Vendor qualification criteria
  • Acquainted with general Terms and Conditions of Purchase and Contracts.
  • Preparing and Issuance of RFQ to the shortlisted Bidders as per the procedures.
  • Follow up with the Bidders for receiving the bids.
  • Coordination with Projects/Detail engineering Contractors and bidders to resolve all technical queries.
  • Coordination with legal, commercial and HSE to resolve legal, commercial and HSE queries.
  • Opening of the technical bid and forwarding the same to Project for evaluation.
  • Coordinating with project team in getting technical evaluation from Project team.
  • Getting approval of technically qualified bidders from Operating committee.
  • Opening of Commercial bid in present of commercial.
  • Reviewing Commercial offers. Obtain clarifications wherever required from bidders.
  • Prepare and evaluate the commercial bid comparative.
  • Commercial negotiations with bidders after receipt of technical bid evaluation received from Projects.
  • Obtain commercial concurrence.
  • Preparing contract documents.
  • Follow up for PO acceptance and participate directly or through expediting group for follow up for drawings and documents.
  • Coordinate inspection with Third Party Inspection.
  • Expedite with the vendors and ensue timely deliveries are made as per agreed delivery period.
  • Ensure timely payments to vendors.
  • Coordinate with the site for after sale services/performance test required.
  • Assessment of vendor#s performance.
  • Coordination with Traffic & Logistics
  • To assist in procurement & contracting for current and upcoming projects in Oil & Gas related to Offshore subsea installation Services in compliance with PSC procurement & contracting procedures and company guidelines and policies.
  • Co-ordinating and liasioning with all cross functional teams like Technical, FC&A, Legal, Taxation, Imports, Shore-base, etc. to ensure contract placement and delivery of goods/services as per project timelines and targets.

  • Assist in preparation of Expression of Interest (EOI) for prequalification of Bidders, monitor EOI responses and follow up with bidders and coordinate with project teams for Vendor qualification criteria/vendor selection etc.
  • Assist in preparing and issuance of RFP as per the procurement procedures, coordinate with technical team and Bidders to resolve all technical & HSE queries.
  • Assist in discussion & closure of Exception & Deviations to RFP terms and conditions by coordinating with legal & commercial team and Bidders.
  • Co-ordinating with technical team in getting technical bid recommendation, assisting in reviewing & evaluating commercial offers and assist in commercial negotiations with Bidders and obtain commercial concurrence.
  • Prepare necessary approval notes (internal/external) for getting approval from various stake holders including Operating Committee/Management Committee as per procurement procedure and prepare LOA, final PO/Contract documents.
  • Expedite with the Suppliers / Service Providers to ensure timely deliveries as per agreed delivery period / mobilization schedule to ensure timely mobilization.
  • Post-award Contract Administration with Supplier/Service Provider in co-ordination with internal teams namely technical, imports & logistics, shore-base / site, FC&A and legal teams, assist in handling internal and external Audit and close out of PO/Contracts.
  • Knowledge of SAP/MM module etc. and ordering & making the appropriate entries in SAP system
Skills Required (Knowledge and Skills)
  • Well acquainted with general Terms and Conditions of Purchase and Contracts.
  • Good judgment, conceptual and analytical abilities with strong commercial acumen.
  • Good written and oral communication in English.
  • Able to manage multiple interfaces (with internal & external stake holders).
  • Maintain objectivity and confidentiality, high degree of integrity.
  • Result oriented with networking and relationship building skills.
Qualification:
  • BE/B Tech (Petroleum/ Mechanical preferred).

Experience:
  • 4-6 years relevant experience in Procurement & Contracts, Operation & Maintenance, Project , planning preferably in Oil & Gas.
Should be very well versed in techno-commercial discussions and contract management.

Education Requirement :

  • B.E/B. Tech Civil/Mechanical

Experience Requirement :

Experience range 3 to 6 years in Project Procurement in Oil & Gas/Refinery Complex.
  • MPRE/MMPRE/AMPRE/MBA will be an added advantage.

Skills & Competencies :

  • Knowledge of SAP/MM module is must.
  • Knowledge of Import/Export processes.
  • Knowledge and Clarity on Incoterms Good written and oral communication in English.
