Roles and ResponsibilitiesAbout National Institute for Smart Government (NISG) The Government of India, in 1998, considered Information Technology (IT) as an agent of transformation of every facet of human life to bring about a knowledge-based society for the future. As a first step in that direction, the President of India ordered, through the Extraordinary Gazette of India Part - 1, Section - 1, revisions and additions to the existing policy and procedures for removing bottlenecks and achieving such a pre-eminent status for India. In line with the above decision, NISG was registered as a Section 25 company in May 2002, under the recommendations of the National Task force on information technology and software development, with its headquarters at Hyderabad. With the objective to drive e-governance in India through Public-Private-Partnership (PPP) model, NISG was formed with 51% equity contributed by the private sector and 49% by the public sector. NASSCOM, Government of India and Government of Andhra Pradesh are the main promoters with IL&FS, Government of Chhattisgarh, Government of Meghalaya, and Vizag Municipal Corporation being the other stakeholders. As acclaimed thought leaders in e-government space, NISG provides consultancy solutions through a project life cycle to various ministries and departments of Central and State governments as well as public sector undertakings. NISG conceptualizes and designs public-private partnerships, builds technology architectures, initiates change management strategies, streamlines processes, and provides support during the implementation of e-governance initiatives. NISG shaped up as a Centre of Excellence (COE) in e-government and operates in providing consulting services in: Strategic Planning, Project Development and Management, and Capacity Building. NISG has been assisting several ministries of the Government of India and the state governments in designing and implementing e-governance projects and has been involved with 17 of the 27 Mission Mode Projects (MMP) under the National e-Governance Plan (NeGP) of Government of India. Summary: NISG is seeking experienced and energetic Business Analysts to join an organization that is leading the digital and e-Governance transformation in the central & state governments and public sector units in India. The primary role of a business analyst is to help ministries/departments improve their operations and systems by identifying problems and opportunities for growth. They work closely with clients to understand their business needs and requirements and translate those into detailed functional specifications for the IT solutions. You will build and foster strategic relationships Secretary/Additional Secretary/Joint Secretary/Director levels executives in their respective ministries and will be at the forefront of their eGovernance transformations. Envision working jointly with these customers to merge their vision with technology roadmaps to enable citizen centric innovations. All of this will require you to orchestrate the internal team that you will work with - through influence without authority, and together, you will challenge things that were never thought possible. Key Responsibilities Key responsibilities include: 1. Conducting research and analysis to understand the client's business processes, goals, and challenges. The BA works closely with business stakeholders, during presales and delivery stage, to understand their needs and translates them into functional requirements that can be implemented during the technology intervention. 2. The BA creates detailed functional specifications that outline the features and functionality of the system, using any standard process modelling tools, as well as how it will be used by the end-users. 3. The BA should be able to identify process improvement areas and make recommendations for process improvements to the client. This could include envisioning use of artificial intelligence/machine learning techniques in process improvements. 4. The BA conducts research and analysis of available software solutions & technologies and recommends the best options to meet the business needs. 5. The BA acts as a liaison between the business stakeholders and the IT team to ensure that both parties are communicating effectively and working collaboratively towards a common goal. 6. Collaborating with software developers, designers, and other IT professionals to ensure that the solutions meet the client's needs and requirements. 7. Support the team in presales stage to draft the proposal including effort estimation, if necessary 8. The BA coordinates and conducts user acceptance testing to ensure that the system meets the business requirements and is functioning as expected. 9. Monitoring and analyzing the performance of IT systems and processes and identifying areas for improvement. 10. Enhance the advisory team by referring good relevant candidates to the management. Qualifications A Bachelors degree in engineering or masters in computer applications, with good exposure to information technology is required. An MBA degree from a reputed institute would be preferred. 3 to 10 years of experience in the areas of process modelling, process improvement or business applications implementation. Prior consulting experience with Big 4 or global system integrators would be preferred. Capabilities & Behaviors Required Should have deep exposure to any standard process modelling methodologies such as Extended Event Driven Process Chain (eEPC), Lean Six Sigma or Business Process Modeling Notation (BPMN). Good understanding of communication techniques to execute the discovery process to identify the issues in the processes, through business discussions, and prioritize them. Highly proficient with Microsoft or Google applications including Excel, Word, & PowerPoint. High level understanding of artificial intelligence/machine learning domain to be able to envision the use-cases to improve processes. Belief & ability that can contribute to the betterment of society using IT or Digital technologies. Demonstrated ability to work well in ambiguous situations, manage competing priorities and work well under pressure. Attention to detail, delivering high quality work on time. Willingness to work flexible hours, non-business hours, or other scenarios required by the flow of operations. Proven track record of strong critical thinking, problem-solving and resolution skills; implementing and driving closure on continuous improvements efforts.
