Markets & Securities Services (MSS) - Chief Data Office (CDO) will play a pivotal role in the future organization for Markets and Securities Services. providing leadership, guidance and directions to establishing a coherent and cohesive strategy for data and implementing as future governance structure. This in turn will drive improved controls, oversight and business efficiency and ultimately support digitization.

MSS CDO is currently implementing a significant change programme across its locations and products globally. There is also significant regulatory and market change which should be understood to identify opportunities within the product and also to ensure compliance with the requirements. MSS CDO is growing and an exciting new role has arisen for a motivated and adaptable individual to work within our team as 'AVP MSS CDO NFR.'

MSS CDO also has operational responsibilities for several data domains through Market Data Services (MDS) and Trading Facilities and CCP Management (TFCM). MDS is responsible from the management of vendor data spend. It is a shared service with the mission of providing timely, compliant and cost effective reference and market data services globally. The Trading Facilities and CCP Management (TFCM) provide consistent global oversight and governance across all intermediaries related to MSS trade execution and clearing, encompassing: Trading Facilities (Brokers, Trade Venues - SEF/OTF/MTF and Exchanges) and CCPs.

MSS CDO currently operates from four global locations: London, Edinburgh, Hong Kong and Bangalore.

The Opportunity:

The Non-Financial Risk (NFR) plays an important role in enabling the bank to operate within its risk appetite, by ensuring efficient and effective risk and control management.

NFR achieves this by providing operational risk and control expertise, conducting high quality reviews of the bank's control environment, conducting end to end control assurance reviews on key controls, maintaining robust risk governance focused on material risk and issues, and evolving a culture of continuous and consistent risk management.

The role will include responsibilities for MSS CDO

  • NFR Structure / Organization - Supporting strategic planning and driving the risk / controls agenda, ensuring it adheres to the global operating model as well as delivers success regionally. A key measure of success in the role will be to fully implement the standardized operational management that meets the diverse needs of an extensive stakeholder base.
  • Control Framework - providing global line of site of risks and issues. Being seen as a true partner by the function in supporting them in managing their risks and issues, yet at the same time delivering MSS NFR global strategy and framework. Ensuring that the control framework is fully embedded and operating to maximum effectiveness.
  • Control Culture - The role requires the incumbent to partner with operational teams on the one hand and also to hold them accountable for the processes that they own, driving a culture of risk awareness and enhanced control culture.
  • People - The role requires support management across the Global MSS CDO. The person in this role will be required to build strong relationships and partner with his / her NFR colleagues across locations.
What you'll do:
  • Review of risks and key controls through end-to-end process walkthroughs, events or thematic reviews, data-driven reviews or issue read across, and evidence reviews. Validate the design and operating effectiveness
  • Carry out activities to help ensure control assessments are accurate, effective, comply with procedures and templates, and meet quality control requirements.
  • Promote accountable risk and control decision-making based on quality data and commercial analysis.
  • Assisting with efforts to continuously improve the control environment and monitoring of risk, including behaviors.
  • Identify trends to anticipate future developments in the risk and control environment.
  • Actively challenge poor, inefficient or excessive controls, related tasks and behaviors.
  • Promote desired behaviors and a positive risk culture across the remit area.
  • Connect and obtain concurrence and/approval from Business Information Risk Officer (BIRO), Compliance & Legal team, when there are exceptions in the vendor management space.
  • Analysing and interpreting risk and control related information to provide insight and improvement.
  • Delivering clear, concise messages based on good evidence and informed judgement that support risk and control related decision making.
  • Manage stakeholder expectations and ensure that robust communication and escalation mechanisms are in place.
  • Contribute to strategic planning the risk / controls agenda, ensuring it adheres to the global operating model as well as delivers success regionally.
  • Provide global line of site of risks and issues.
  • Seen as a true partner by the function in supporting them in managing their risks and issues, yet at the same time delivering MSS NFR global strategy and framework.
  • Ensuring that the control framework is fully embedded and operating to maximum effectiveness.
  • Develop understanding of regulatory change and drivers and ensure that CDO has identified potential opportunities as well as responding to regulatory requirements.
  • Drive a high performance culture by embodying the Group values and work united as one team.
  • Work as one team to identify, transfer and foster sharing of best practices across regions and businesses.
  • The role holder will also continually reassess the operational risks associated with the role and inherent in the business, taking account of changing legal and regulatory requirements, operating procedures and practices, management restructuring and impact of new technology.
  • The jobholder will also adhere to and be able to demonstrate adherence to internal controls. This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators
  • The jobholder will implement the Group compliance policy by in liaison with Regulatory Compliance. The term 'compliance' embraces all relevant financial services laws, rules and codes with which the business has to comply.
  • This will be achieved by adhering to all relevant processes/procedures and by liaising with Compliance department about new business initiatives at the earliest opportunity. Also and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture and optimising relations with regulators
