JOB TITLE: ASSISTANT FINANCE OFFICER FLSA STATUS: NON-EXEMPT BENEFITS STATUS: FULL-TIME SALARY GRADE: ADMIN I $3,732 - $5,543 (experience-based) + local supplement GENERAL STATEMENT OF JOB Under limited supervision, the Assistant Finance Officer works in collaboration with the Chief Finance Officer to oversee the school system\'s accounting programs and ensure fiscal responsibility. The Assistant Finance Officer must be able to execute multiple responsibilities within the Finance Department. The AFO must be able to communicate and work with others in a professional environment and provide accurate information. Organizational, management, and leadership skills are required to perform multiple technical tasks. Upgrading skills will be continually required to meet changing job conditions. Flexibility is required to independently work with others in a wide variety of circumstances. High-functioning problem-solving ability is also required in working with data of widely varied types and/or purposes. In this role, the AFO will be responsible for federal and capital outlay budgets, bank reconciliations, general ledger account reconciliations, compiling and reporting data for various agencies, and assisting with audits, internal auditing, training along with other duties as assigned. Duties And Responsibilities ESSENTIAL JOB FUNCTIONS Assists in the administration of business affairs in the district. Interpretation of and compliance with regulations and policies prescribed by the Catawba County Board of Education and state/federal agencies. Perform state, federal, and local financial reporting on a daily, monthly, quarterly, and annual basis. This includes but is not limited to: Bank Reconciliations, Medicaid Administrative Outreach Reporting, Early Head Start Reporting, Capital Outlay Budgeting and Reporting, Federal Budgeting and Report, 1099 reporting, Escheat reporting, and Unemployment reporting. Teams with CFO to prepare budgets, analyze budgets, prepare and post journal entries, budget code setup, account reconciliations, and financial system security management. Friendly and proactive support of School Treasurers and departmental Bookkeepers to provide training for compliance with NC and CCS policies and procedures and accounting software (SchoolFunds and LINQ). This may include support via phone, email, Google Chat and visiting school campuses. Assist auditors by coordinating and compiling compliance audit requests. Certify cash requests and work closely with banking agencies. Assist in the fiscal year-end close-out process. Attend professional development and conferences, some of which may require overnight travel. Schedule may not allow for annual leave (vacation) during peak operating months (currently August and June) and overtime may be required during peak periods. Minimum Training And Experience Bachelor\'s degree in a business-related field (Accounting, Finance, Business Administration, etc.) from an accredited institution. Public school business experience preferred. Must be willing and able to complete and earn NCASBO\'s School Business Director certification. Interpersonal Temperament: Requires the ability to deal courteously with people beyond giving and receiving instructions. Must be adaptable to meet deadlines, perform under stress and remain calm when confronted with persons acting under stress. Physical Communications: Requires the ability to talk and hear. Knowledge, Skills And Abilities Should be comfortable and proficient working independently, yet willing and able to collaborate and work cooperatively with all staff. Ability to resolve problem situations with sound judgment. Professional written and verbal communication skills and the ability to compose correspondence independently. Ability to work in the absence of supervision. Ability to establish and maintain cooperative working relationships with those contacted in the course of work. Knowledge of any of the following is a plus: Governmental Accounting Standards, State, Federal and/or Local statutes and policies, LINQ financial software, SchoolFunds financial software.
