Duties


Basic Function of the Position: The position is located in the Foreign Commercial Service (FCS)/ United States Patent and Trademark Office (USPTO), American Centre, Kasturba Gandhi Marg, New Delhi. In support of USPTO/FCS objective in India, the incumbent will serve as the Budget and Administrative Assistant in the specialized area of financial and administrative management for USPTO's Office in New Delhi, hereinafter ''the Office'', which serves India, Afghanistan, Bangladesh, Bhutan, Nepal, Pakistan, Sri Lanka and the Maldives. The USPTO office is led by an American Officer who serves as the Counselor/Attache' for Intellectual Property and leads intellectual property policy for South Asia. The incumbent will provide budgetary, administrative, operational, financial, and general logistical support for a variety of activities through the American Officer for the USPTO, locally and throughout the region.



The incumbent will prepare, review, and oversee the compilation of USPTO India's budget and maintain records of all expenses, oversee USPTO's personnel database of authorized positions and oversee logistics and procurement activities including credit card purchases and other administrative functions for the office. S/he will provide guidance and professional support to the other administrative staff at USPTO New Delhi Post. S/he will liaise with State Department Financial Management Centre (FMC), General Services Office (GSO), Information Technology, Travel Office and other Management/Administrative Offices at post on a day-to-day basis. S/he will provide administrative support for the American Officer and specialists in the Office and provide superiors with regular reports on the administrative, budget and financial aspects of the USPTO operations and programs, making suggestions when needed to improve the overall operations of the Office. The incumbent will also perform other duties as assigned.

Qualifications and Evaluations


Requirements:


EXPERIENCE: Minimum three years of experience in budget management and administrative functions.

Education Requirements:


Bachelor's degree in Business Management, Commerce, Economics, Finance, Accounting, or related major is required.

For EFMs, benefits should be discussed with the Human Resources Office.



The pay plan is assigned at the time the conditional offer letter is issued by the HR Office.
